About this opportunity

The Military Sealift Command (MSC) Contracting Office is seeking eligible businesses for the Midterm Availability (MTA) and Drydocking (DD) on the USNS GRUMMAN (T-AO 195) commencing on or about 18 February 2025 for a period of one hundred fifty-six (156) calendar days. The work is to be performed at the Contractor's facility on the East/Gulf Coast. Major work items include general services, tank and void cleaning, deck and superstructure preservation, steel repairs, engine and propulsion system maintenance, drydocking, and other related tasks. The estimated solicitation issue date is 24 July 2024, and the Government anticipates award of a contract no later than 20 December 2024. Interested businesses are requested to submit a capabilities package by 13 June 2024, demonstrating their ability to provide the requested services and facility information.

This is not a set-aside acquisition. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. All small businesses, Service-Disabled Veteran-Owned Small Businesses, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The appropriate NAICS code is 336611. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a Request for Quotation (RFQ)/Proposal/Bid and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Military Sealift Command (MSC) Contracting Office is seeking eligible businesses for the Midterm Availability (MTA) and Drydocking (DD) on the USNS GRUMMAN (T-AO 195) commencing on or about 18 February 2025 for a period of one hundred fifty-six (156) calendar days. The USNS GRUMMAN has an overall length of 678 FT, a breadth of 98 FT, and a draft of 36 FT. Work is to be performed at the Contractor’s facility on or about the above mentioned dates. Area of consideration is East/Gulf Coast. The estimated issue date of the solicitation is on or about 24 July 2024.

Major work items associated with this availability include: General Services for Ship, Clean and Gas Free Tanks and Voids, Main Deck Preservation, Pedestrian Non-Skid, Superstructure Blast and Paint AFT House, Windows and Doors re-gasketing and Steel Repairs, Steel Repairs Main Deck 01-02-06 Level, Deck Expansion Joint Repairs, Tank Steel Repairs, Steel Replacement Clean Linen Storeroom, CT Winch Room Repairs, Preservation Cargo Tank 8C, Preservation Ballast 2 P/S and 1 Deep, Preservation Pump Room Cargo Oily Waste, STBD Main Engine 12K Overhaul, STBD Main Engine Clutch and Coupling Maintenance (5 YR), STBD PTO Clutch and Coupling Eaton and Geislinger (5YR), Drydocking and Undocking The Vessel (25 YR), Pull Tailshaft and Replace Shaft Liner, Propeller System Maintenance(25 YR), and Stern Tube Seal Maintenance (25 YR).

After issuance, solicitation and supporting documents will be made available on the SAM.gov website, https://www.sam.gov. All Small businesses, Service-Disabled Veteran-Owned Small Businesses, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government’s best interest. The appropriate NAICS code is 336611. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Again, the Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. MSC Contracting Office anticipates award of a contract no later than 20 December 2024.

It is requested that interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall provide at a minimum the following:

  1. Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status;
  2. The facility where the work will be performed; and
  3. Partnership, teaming, joint-ventures or mentor-protégé agreements with any large businesses.

Submission of a capabilities statement is not a prerequisite to any future offerings but participation will assist the Government in tailoring the requirement to be consistent with industry.

RESPONSES ARE DUE NO LATER THAN 13 June 2024 at 4:00pm Eastern Standard Time. Responses shall be sent via email directly to Austin Amory at austin.m.amory.civ@us.navy.mil.  Mailed submissions of the capabilities package will not be accepted.
