About this opportunity

The Army Contracting Command-Detroit Arsenal (ACC-DTA) is conducting a market survey to assess industry interest and capability for manufacturing Upper Receivers (NSN 1005-01-382-6795) used in M4/M4A1 weapons systems. This pre-solicitation notice seeks to identify qualified contractors who can produce this military-unique item under a potential five-year contract that would include First Article Testing (FAT) requirements. Interested vendors must possess a current DD 2345 Military Critical Technical Data Agreement certification to access the Technical Data Package if a solicitation is released. The market survey requests comprehensive information from potential contractors including business classification, manufacturing capabilities, production lead times, unit pricing, quality management systems, and relevant government contracting experience. Responses must be submitted via email to Brandy Sanford at brandy.l.sanford2.civ@army.mil by Thursday, August 14, 2025, at 1:30 PM EST, with no telephone responses accepted.

This opportunity does not include any set-aside designations, though small businesses including 8(a), HUBZone, women-owned, and service-disabled veteran-owned firms are encouraged to participate under NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing). No incumbent contractors or current service providers are identified in the notice. The government has not disclosed specific award values, budget ranges, or quantity requirements for the Upper Receiver production. The potential contract structure spans five years, indicating a long-term procurement strategy for this weapons component. The market survey is voluntary and does not guarantee any contract award, serving solely as an information-gathering exercise to help ACC-DTA understand industry capabilities and capacity for future procurement planning.
