About this opportunity
The National Institute of Standards and Technology (NIST) is conducting market research to identify vendors capable of supplying Type N and 2.4 mm Power Transfer Standards for its Communications Technology Laboratory's Radio Frequency Technology Division. This Sources Sought announcement is not a Request for Quotation but rather a tool to determine potential suppliers before establishing the acquisition method, with responses due by May 5, 2026. Qualified vendors must possess an active Unique Entity Identification Number (UEI) on SAM.gov and an Export Control Classification Number (ECCN) at the time of award. NIST is seeking information from all responsible sources, including small businesses across all designated categories (SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB), as this market research will inform whether the procurement is set aside for small businesses if at least two qualified small business vendors are identified. The procurement falls under NAICS 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of 750 employees, and NIST reserves the right to issue a competitive solicitation on SAM.gov based on the responses received.
NIST is procuring a total of 12 units comprising eight distinct items: three Type N impedance-matched power transfer standards, one Type N open-circuit standard, one Type N short-circuit standard, one Type N mismatch circuit standard, and identical configurations for 2.4 mm standards. Type N standards must support DC to 18 GHz frequency range with 50-ohm Type N coaxial interfaces and maximum input power of at least 20 dBm, while 2.4 mm standards must operate DC to 50 GHz with identical power specifications and slightly lower reflection coefficient requirements. All units require DC heaters with four-wire lead configuration, thermopiles with minimum 150 mV/W sensitivity, NTC resistors for temperature determination, and 1.5-meter DC connector cables, with strict dimensional and weight limitations (less than 90mm × 30mm × 30mm, with 150g maximum for Type N and 120g for 2.4 mm units). Delivery to NIST-Boulder at Mail Stop 325 Broadway, Boulder, Colorado 80305 must be completed within four months of contract award, with partial deliveries acceptable and acceptance expected within seven business days. No set-aside designation has been predetermined; however, if sufficient qualified small businesses respond to this market research, the subsequent solicitation may be set aside for small businesses.
