About this opportunity

The U.S. Geological Survey's Office of Acquisitions and Grants is conducting a sources sought inquiry for a Thermo Inuvion RFIC (Radio Frequency Ion Chromatography) system with AS-DV autosampler, a specialized analytical laboratory instrument used for chemical analysis. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, and the system must meet comprehensive technical specifications including high-pressure operation at 5000 psi, nonmetallic fluid path components, electrolytic suppression capabilities, and compliance with EPA Methods 300.0 and 300.1. Interested vendors must submit capability statements demonstrating corporate expertise and technical qualifications, past performance information for similar equipment contracts, socioeconomic status documentation, and any additional information proving their capability to provide the required equipment. The government will evaluate respondents' capabilities to determine whether to proceed with a formal solicitation process. All responses must be submitted electronically to jmdunning@usgs.gov by 9:00 AM Eastern Standard Time on July 17, 2025, with an initial posting deadline of July 18, 2025.

This sources sought notice does not utilize any set-aside designations and is open to all qualified business concerns regardless of size or socioeconomic status, though vendors are required to identify their socioeconomic classifications. No incumbent contractors or potential award values are mentioned in the notice, as this is strictly a market research effort to identify capable sources rather than a request for quotes or formal solicitation. The technical specifications indicate a sophisticated laboratory instrument system that includes multiple components such as HPIC pump, conductivity detector, suppression system, column oven, eluent generation capabilities, separation column set, autosampler, and 64-bit software with automatic data analysis features. The system must support multiple eluent types including KOH, Carbonate, and MSA, handle vial sizes from 0.5-5mL, and include comprehensive warranty coverage with onsite repairs, labor, parts, and travel for the first year plus additional parts coverage for two additional years. The government explicitly states this is not a commitment to award a contract and that responses are voluntary with no reimbursement for submission costs.
