About this opportunity

The Department of the Air Force Air Combat Command is seeking a contractor to provide a T-28 "Trojan Thunder" aircraft and performance for the Seymour Johnson Air Force Base Air Show scheduled for May 1-4, 2025. The Sources Sought notice indicates the government is conducting market research to determine potential contractors' capabilities, business size, and socio-economic status. Key qualifications include having a registered T-28 aircraft, a pilot certified in aerobatics with military airshow experience within the last 5 years, current FAA licensing, and formation flying proficiency. Interested contractors must submit a capabilities package demonstrating commercial sales experience and product specifications, and indicate their business status (such as 8(a), HUBZone, service-disabled veteran-owned, etc.). The response deadline is January 16, 2025, and all potential contractors must be registered in the System for Award Management (SAM) database.

The procurement falls under NAICS code 711510 for Independent Artists, Writers, and Performers, and there is currently no specific set-aside designation for this opportunity. The contractor will be responsible for providing all necessary personnel, equipment, tools, and materials for the air show performance, with the government providing lodging and ground transportation. The performance will require the pilot to be available for public interaction and capable of presenting STEM-related content when not performing flight duties. Payment will be made as a single lump sum within 30 days after the performance, with no advance deposits required. Desired qualifications include recent experience with George Cline (the contracted Air Boss), prior experience at Seymour Johnson AFB airshows, and knowledge of the T-28's historical significance to the 4th Fighter Wing. While no specific award value is mentioned, the scope suggests this is a relatively specialized and focused contract for a specific event.
