About this opportunity
Naval Facilities Engineering Command (NAVFAC) Marianas is conducting market research to identify a commercially available controller fully compatible with the existing Rockwell Automation (RA) - Allen-Bradley (AB) programmable logic controller (PLC) for the Naval Base Guam Potable Water SCADA System. The sources sought notice requires interested contractors to submit detailed technical information demonstrating their ability to provide a PLC system that can seamlessly integrate with the current SCADA infrastructure. Respondents must complete two attachments: one providing company information and another detailing technical specifications of their proposed solution. The evaluation will focus on technical compatibility, with emphasis on previous successful implementations of non-AB-RA systems connected to AB-RA SCADA systems. Interested parties must submit their responses by February 21, 2025, at 4:30 p.m. Chamorro Standard Time via email to specified NAVFAC contacts.
The pre-solicitation notice does not indicate any specific set-aside designations or mention potential award values. Contractors are required to provide 1-3 examples of installed systems where they have successfully configured non-AB-RA systems to connect with AB-RA SCADA systems, including detailed project information, customer contacts, and contract specifics. Technical responses are limited to 2 pages for SCADA/PLC information and 3 pages for experience documentation. The market research is purely informational and does not constitute a formal solicitation or guarantee of future contract award. Respondents will not receive feedback or notification of the results, and the government will use the collected information to make future acquisition decisions regarding the Naval Base Guam Potable Water SCADA System upgrade or replacement.
