About this opportunity
The Naval Facilities Engineering Command Pacific (NAVFAC Pacific) is conducting a sources sought market survey to identify potential suppliers for a Supervisory Control and Data Acquisition (SCADA) system that must be compatible with the existing Navy Potable Water SCADA system in Guam. This procurement is for Fiscal Year 2026 Military Construction Project P-104 Water Wells at US NAVSUPACT Andersen, Joint Region Marianas, Guam, and requires a system utilizing Rockwell Automation software with Allen-Bradley Programmable Logic Controllers (PLCs). The new SCADA components must maintain full technical and operational compatibility with the existing control system, which uses ControlLogix or CompactLogix processors, and communicate via Ethernet IP without requiring third-party devices. The system must support user-friendly human-machine interface (HMI) and control software, with programming languages including IEC 61131-3 compliant ladder diagram, structured text, and function block diagram. Interested parties must respond to this sources sought notice by October 23, 2025.
This opportunity does not utilize any set-aside designations and appears to be available to all qualified contractors who can meet the specific technical requirements. The existing system is described as a custom programmed and built system, though no specific incumbent contractor is identified in the notice. The programmable automation controller must have 600 kB of user memory with options for 1, 2, 3, 4, 5, 8, or 10 MB configurations, and the programming software must be compatible with multiple Windows operating systems including Windows Server 2008 R2 through Windows Server 2012 R2, as well as Windows 7 and Windows 8. No award values, budget ranges, or specific quantities are disclosed in this preliminary market research phase.
