About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is conducting market research through this Sources Sought notice to identify potential contractors capable of performing a comprehensive study of the Control and Reporting Center (CRC) program's infrastructure systems. The study will examine fuel consumption and distribution, power generation and distribution, tactical air handling (HVAC), water support systems, equipment transportation requirements, and data network architecture for CRC equipment and supporting systems at operational sites. Respondents must demonstrate relevant military experience, access to appropriate contract vehicles, modeling software capabilities, and the ability to either serve as a prime contractor or manage and integrate subcontractors for specialized technical work. The government will evaluate submissions based on company qualifications, project history, technical approach, and the provided no-cost Rough Order of Magnitude (ROM) estimate. Critical deadlines include January 30, 2026, for technical clarification questions and February 12, 2026, at 1600 MST for submission of capability statements limited to five single-sided pages.

This Sources Sought notice contains no set-aside designation, meaning it is open to all qualified sources, though the recent amendment specifically welcomes responses from contractors in NAICS Code 541330 (Engineering Services). No incumbent contractors or current award values are identified in the available documentation. The study is scheduled to commence in March 2026, with a partial report due in April or May 2026 to support budgetary decision-making and a final comprehensive report expected by the end of fiscal year 2026. Interested contractors must submit a DD Form 2345 to the Contracting Officer (Wendy Farley) and Contract Specialist (Carlos Michel) to access the restricted study requirements document, which contains additional technical specifications and detailed scope parameters. The response deadline of March 31, 2026, provides the overall window for this Sources Sought phase before the government transitions to formal solicitation.
