REQUEST FOR INFORMATION (RFI) SUMMARY

This is a Request for Information (RFI) issued by the Air Force Materiel Command (AFMC) AFLCMC/C3BYC on January 22, 2026, seeking industry capability statements for a comprehensive study of the Control and Reporting Center (CRC) program at Hill Air Force Base, Utah. The RFI document is classified as Controlled Unclassified Information (CUI) and is intended to identify potential industry partners to conduct market research—not to solicit a study report at this time. The study will focus on six critical infrastructure areas: power generation systems (replacing end-of-life tactical generators), fuel consumption and distribution systems (replacing non-compliant storage and Tank Pump Unit equipment from 2007), data network architecture (transitioning from hub-and-spoke to mesh models), water management systems (potable, gray, and black water), HVAC systems, and transportation equipment requirements for CRC equipment deployment.

Respondents must provide company information, relevant military experience, contract vehicles available, service descriptions, project history, modeling software capabilities, and a no-cost Rough Order of Magnitude (ROM) estimate by February 12, 2026, at 1600 MST via email to Contracting Officer Wendy Farley (wendy.farley@us.af.mil) and Contract Specialist Carlos Michel (carlos.michel@us.af.mil). Responses are limited to five single-sided pages excluding datasheets and must be submitted in Microsoft 365 Word/Excel or PDF format. The government will provide technical baseline information and drawings post-contract award. Work is scheduled to commence in March 2026, with a partial report due April/May 2026 for budgetary decision-making and a final study report expected by the end of fiscal year 2026. Questions regarding the RFI must be submitted by January 30, 2026, and no security requirements are specified at this time.

REQUEST FOR INFORMATION (RFI)

1. Organization Background

1.1. The Control and Reporting Center is a mobile command, control, and communications radar element of the US Air Force theater air control system. The CRC integrates a comprehensive air picture via multiple data links from air, sea, and land-based sensors, as well as from its surveillance and control radars. It performs decentralized command and control of joint operations by conducting threat warning, battle management, theater missile defense, weapons control, combat identification, and strategic communications.

1.2. Generic CRC Installation

2. RFI Topic Background

2.1. Power Generation Background

2.1.1. The Control and Reporting Center (CRC) cannot perform battle management command and control (BMC2) without adequate and reliable power from tactical generators. The current fleet of tactical generators and power distribution/management modules have exceeded their end of life (EOL)

Distribution/ Dissemination Controls: D requirement. Additionally, the ability to purchase replacement parts through Air Force supply chains has become increasingly difficult. This has caused issues with both day-to-day operations as well as have caused a financial burden to Air Control Squadrons through rising sustainment costs. The CRC must be equipped with a modern power generation and management capability to meet current mission requirements as well as be able to grow to meet future needs. These legacy units are the sole source of organic power generation for CRC Unit Type Codes (UTCs) in a location without commercial power.

2.2. Fuel Consumption and Distribution Background

2.2.1. The CRC has a critical need to replace the existing fuel storage capability as well as their Tank Pump Unit (TPU) fuel distribution systems that support organic power generation. The current CRC equipment was obtained by Air Combat Command (ACC)/A3 in 2007 as a quick solution to the M49 fuel truck issues at the time. The current fuel storage system does not meet Department of Transportation and European road safety requirements, has diminishing manufacturing sources (DMS) issues and requires replacement as refurbishment is not possible.

2.3. Data Network Background

2.3.1. The CRC enhances the joint forces situational awareness by disseminating the air picture over data link. CRC may operate independently, or in concert with other command and control (C2) elements and acts as a network system to provide participating platforms/systems with the capability of operating together as an integrated force by allowing operators to share tactical information in near real-time with radio frequency and beyond-line-of-sight data link capabilities. CRC’s current hub and spoke network model will need to be modified into a mesh model to support future CRC configuration.

2.4. Water Management (Potable water, gray and black water) Background

2.4.1. Capability gaps need to be identified for future architecture and implementation

2.5. HVAC System Background

2.5.1. Capability gaps need to be identified for future architecture and implementation

2.6. Transportation Background

2.6.1. Part of the CRC mission is to deploy mobile radars and associated communications equipment to expand radar and radio coverage within its assigned operating areas. CRC mission is greatly dependent on the availability and reliability of the vehicle fleet and currently utilizes 5-ton and Humvee vehicles for transportation requirements. With transportation needs increasing as CRC modernization efforts move forward, future transportation requirements need to be identified for CRC equipment and equipment supporting CRC operational sites.

3. RFI Objectives

3.1. The main objective of this RFI is to identify potential industry partners to conduct a study of fuel consumption, fuel distribution, power consumption, power distribution, tactical air handling (HVAC System), equipment transportation requirements and data network of CRC equipment and equipment supporting CRC at operational sites.
