About this opportunity
The United States Coast Guard is conducting market research for Skipper DL2 Doppler Speed Log Dual Axis systems to replace existing Sperry SRD-500/SRD-500A systems on eight National Security Cutters (WMSL) as part of an ongoing recapitalization effort. This Request for Information seeks commercial hardware and software vendors who can provide navigational instruments under NAICS code 334511 and PSC 6605. The procurement aims to identify potential sources for four standard Skipper DLA systems (Part Number: SY-DL2SB-SA) and two retrofit kit systems (Part Number: SY-DL2SW-SA), with delivery required to the Surface Forces Logistics Center in Baltimore, Maryland. Interested vendors must submit capability statements including their socio-economic categories, preferred PSC and NAICS codes, and information about existing IDIQ or GWAC contracts. The response deadline is Friday, June 13, 2025, at 12:00 PM EST, with submissions required via email to Contract Specialist Brianna Riffle and Contracting Officer Mark Rushing.
This sources sought notice indicates no set-aside designation is being used, making it open to all qualified contractors regardless of socio-economic status. The current incumbent systems being replaced are manufactured by Sperry (SRD-500/SRD-500A models), though no specific incumbent contractor is mentioned for the replacement effort. The procurement involves a total of six Doppler Speed Log systems across eight Coast Guard cutters, with the contract period of performance extending from the date of award through September 30, 2025. While no specific contract value is provided in this market research phase, the specialized nature of maritime navigation equipment for military vessels suggests a significant procurement value. The tight timeline of approximately three and a half months from award to completion indicates an urgent operational need for these navigation system upgrades.
