About this opportunity

The U.S. Army Corps of Engineers, Portland District, is preparing to solicit a multiple-award Blanket Purchase Agreement for specialized equipment transportation services at Bonneville Lock and Dam with responses to this sources sought notice due by October 5, 2026, at 3:00 PM Pacific Time. The current approach contemplates a 100 percent small-business set-aside for a small "hauler"-owned transportation entity; however, USACE is meeting to discuss market research responses and determine the final path forward, and encourages small-business transportation brokers to submit capability statements regardless.

Performance occurs between Cascade Locks, Oregon, and North Bonneville, Washington, via public highways and authorized river crossings. The contractor must transport USACE equipment ranging from 1.5 to 60 tons, including articulating boom lifts, backhoes, carry deck cranes, heavy diesel forklifts, motor graders, rough terrain cranes, skid steers, telehandlers, and wheel loaders. Critical requirements include acknowledgment of transportation calls within one business day, standard delivery within 48 hours (12 hours for emergency calls), full responsibility for route planning and permitting for over-dimensional loads from Oregon and Washington state departments of transportation, DOT-compliant load securement, pilot cars where required, and 100 percent visual inspection at destination. All personnel must pass REAL ID Act and E-Verify verification; non-U.S. citizens are prohibited inside security gates. The contractor must maintain comprehensive general liability insurance ($100,000 per person / $500,000 per occurrence for personal injury; $500,000 per accident / $1,000,000 per occurrence for property damage) and automobile liability insurance ($200,000 per person / $500,000 per occurrence for personal injury; $500,000 per occurrence for property damage).

The anticipated ordering period runs five years (Fall 2026 through Fall 2031) with an estimated annual volume of $52,000 to $60,000 with no guaranteed minimum and a $280,000 total capacity ceiling. Individual call orders carry a $25,000 maximum. NAICS 484220, PSC V112. Interested vendors must submit capability statements (eight pages maximum) addressing business identity, CAGE code, UEI registration in SAM.gov, business size under the $34 million SBA standard, and current commercial heavy-haul transport experience to Contract Specialist Raymie L. Briddell (Raymie.L.Briddell@usace.army.mil) or Contracting Officer Suzanne W. Hunt (Suzanne.W.Hunt@usace.army.mil).
