Pick-up locations are in Cascade Locks, OR, and drop-off locations are in North Bonneville, WA, utilizing public highways and authorized river crossings. The contractor is solely responsible for route planning, permitting for over-dimensional or overweight loads from ODOT and WSDOT, securing equipment in compliance with DOT and FMCSA regulations, providing pilot cars if required, and obtaining proof of delivery via signed Bill of Lading. Critical performance requirements include zero missed call acknowledgments, zero unexpused delays, safe and undamaged equipment transport with 100 percent visual inspection at destination, and zero permitting violations or citations. The contractor must maintain comprehensive general liability insurance ($100,000 per person/$500,000 per occurrence for personal injury; $500,000 per accident/$1,000,000 per occurrence for property damage), automobile liability insurance ($200,000 per person/$500,000 per occurrence for personal injury; $500,000 per occurrence for property damage), and workers' compensation as required by Oregon and Washington. 1.0 GENERAL INFORMATION
1.1 Background:
The U.S. Army Corps of Engineers (USACE) operates and maintains the Bonneville Lock and Dam project, which spans the Columbia River between Oregon and Washington. The Bonneville Dam spillway crossing currently operates with a strict 11-ton vehicle and equipment weight restriction due to structural constraints and is subject to intermittent full closures for maintenance. Consequently, USACE requires commercial on-call equipment transportation services--from light duty up to heavy-haul--between the Oregon and Washington Shore facilities via public highways.
1.2 Scope of Work (RFO FAR Part 12):
In accordance with the Revolutionary FAR Overhaul (RFO) FAR Part 12, this requirement is executed as a commercial service. The Contractor will provide all personnel, equipment, transportation, tools, and supervision necessary to perform on-call equipment transportation.
The Contractor will transport USACE equipment, ranging from minor project equipment (1.5 tons) to heavy machinery (up to 60 tons), from designated pick-up points on the Oregon Shore to designated drop-off points on the Washington Shore, and vice versa.
1.3 BPA Administration & Ordering Limitations:
• Period of Performance: Five (5) year ordering period (Anticipated Fall 2026 - Fall 2031).
• Total BPA Capacity: $280,000.00 maximum over the 5-year period.

• Call Order Limit: Maximum of $25,000.00 per individual Call Order.
1.4 Place of Performance: Pick-up and drop-off locations are outside the secure footprint of Bonneville Lock and Dam:
• Oregon Shore: Cascade Locks, OR (GPS: 45.633813N, 121.958942W)
• Washington Shore: North Bonneville, WA (GPS: 45.651518N, 121.939283W)
• The route will utilize local public highways (e.g., I-84, SR-14) and authorized river crossings.
1.5 Call Order Execution:
• Acknowledgement: The Contractor will acknowledge receipt of a BPA Call and coordinate the schedule with the BPA Call Officer no later than one (1) business day after issuance.
• Advanced coordination must occur with the appointed Technical POC at least one day prior to the scheduled date of service. This will allow USACE personnel to ensure the equipment is ready for transport. Contact can be made at 541-374-3844.
• Standard Response Time: The Contractor must provide transport services within 48 hours of receiving a standard Call Order.
• Equipment transportation services will need to occur and be completed during normal working hours of Bonneville Project Staff between the hours of 0730 and 1630 Monday- Thursday, unless otherwise scheduled by the appointed BPA Authorized Ordering Officer
(OO).
DRAFT
• Emergency Response Time: For urgent requirements, the Contractor will make best efforts to respond within 12 hours.

6.0 COMMERCIAL PERFORMANCE REQUIREMENTS SUMMARY (PRS)
6.1 Performance Requirements Summary: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable quality levels (AQL) of service required for each requirement. These thresholds are critical to mission success.
6.2 Services Received: It is intended to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The Performance Requirements Summary (PRS) determines if the contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contractor is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements.
6.3 Failure of Performance: If the Contractor fails to perform at any time and the work is deemed critical by the COR, another Contractor may be assigned to perform the work. If this occurs, the Contractor will be required to reimburse the Government for the full costs of the work performed including labor, materials, transportation, and supervision.
Each service found deficient and not re-performed by anyone, or work not performed at all:
Deduction for loss in value will be based on estimates of the contractor's cost for performing the work, i.e., labor, materials, equipment costs, work schedules, etc. Loss in value will be based on the BPA price or applicable portion thereof.
6.4 Performance Requirements Summary Table: These are the criteria against which the performance will be evaluated. Work will be considered not to have been performed when any increase in contract amount. When the defect(s) in services cannot be corrected by re-performance, the Government may:
• Require the Contractor to take necessary action to ensure future performance conforms to contract requirements.
• Reduce the contract price to reflect the reduced value of the services performed.
• If the Contractor fails to promptly re-perform the services, or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:
1. By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service.
2. Issue Cure Notice.
3. Terminate the contract for Government Convenience; and/or
4. Terminate the contract for Cause.
6.7 Correction of Non-Performance of Work: The Contractor will employ an adequate quantity of personnel to ensure that any area found to be not in compliance and therefore not acceptable, will be made acceptable by the performance or re-performance of the work, where such re-performance is possible, during the first business day after noncompliance has been observed by or reported to and verified by the COR.
6.8 Damages Caused by the Contractor: The Contractor will be held accountable and liable to the Government for any and all damages to government facilities, fixtures, furnishings, equipment, or grounds caused by the Contractors or their employees.
6.9 Interference with Government Operations: The Contractor and their employee(s) will perform all work in such a way as to not interfere with regularly scheduled Government operational activities.
6.10 Quality Control: The Contractor, not the Government, is responsible for quality control actions necessary to meet the quality standards set forth by the contract. The Contractor will develop and maintain a quality control program that ensures equipment transportation services are performed in accordance with these specifications. The Contractor will develop and implement procedures to track, identify, prevent, remedy and ensure non-recurrence of defective services. The contractor is responsible for quality control and specification compliance.
The Contractor will develop and submit their Quality Control Plan (QCP) for Government approval (submit to COR) 7 days prior to the post-award conference in compliance with the Performance Work Statement. Once accepted, the QCP becomes a part of the Quality Control Surveillance Plan (QASP). The QASP is not a contractual instrument and may be changed at the Contracting Officer's discretion. The contractor then uses the QASP to guide and document the implementation of the required management and quality control actions to achieve the specified results. The Government reserves the right under the Contract Terms and Conditions-- Commercial Items (FAR 52.212-4) to inspect and test the services called for by the contract, to all extent practicable at all times and places during the term of the contract. Non-conforming services will be rejected.
