About this opportunity

The U.S. Army Corps of Engineers Huntsville Engineering and Support Center (CEHNC) is conducting market research for the Defense Logistics Agency - Energy (DLA-E) Fuels Recurring Maintenance and Minor Repair (RMMR) program. This comprehensive maintenance program aims to sustain fueling capabilities for federal petroleum facilities and petroleum systems worldwide, with two primary service components: Recurring Maintenance (RM) and Minor Repair (MR). The government is seeking qualified firms to perform maintenance and repair services across Department of Defense installations, potentially including non-contiguous locations like Japan and Diego Garcia. Interested companies must submit a detailed capabilities questionnaire by 8:00 AM CST on April 14, 2025, which will include business information, small business designations, and experience with petroleum facility maintenance. The solicitation is structured for full and open competition, with potential set-aside opportunities for small businesses, and will evaluate respondents based on their technological capabilities, cybersecurity certifications, and previous government contract experience.

The pre-solicitation notice does not currently specify a specific set-aside designation, maintaining full and open competition under Federal Acquisition Regulation (FAR) Subpart 19.5. While no incumbent contractors are named, the contract will cover maintenance of petroleum storage tanks, distribution facilities, and supporting equipment across multiple installations. The government will not reimburse respondents for preparation costs, and responses are not considered offers that can form a binding contract. Contractors will be required to provide all necessary labor, management, supervision, quality control, transportation, supplies, and equipment to conduct maintenance and repair work. The program falls under NAICS category 561210 (Facilities Support Services) and PSC category Z1NA (Maintenance of Fuel Supply Facilities), indicating a specialized service contract focused on critical infrastructure maintenance for military fuel systems.
