About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) is conducting a Request for Information to evaluate sources capable of providing one Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device, with RFI responses due by June 12, 2026.
The EMG-SSH must operate between 50kHz–750kHz with picotesla-range sensitivity to detect and map long linear subsurface conductors. The system comprises a rugged, man-carry boom approximately 1.75 meters long that disassembles into a 32-inch by 21-inch by 13-inch pelican case, mounting two matched electrically shielded magnetic dipole antenna pairs tuned across the frequency range, differential EMG receiver electronics with a minimum of two programmable channels, and a tablet computer with Data Acquisition and Display Software enabling frequency setup, real-time visual display, GPS integration, and CSV data storage at minimum 10Hz sampling rate. The complete system, including a Panasonic FZ-55 rugged laptop, Trimble SPS 852 mobile non-RTK GPS receiver, staging tripods, backpack, and two pelican cases, must not exceed 30 pounds. Delivery is required within six months of award to ERDC in Vicksburg, Mississippi, with FOB Destination terms. Government acceptance hinges on 100% compliance with specifications, including successful detection of secondary fields at distances of 10 meters and greater.
Applicable NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing), with a small business size standard of 600 employees. The RFI is market research only and does not constitute a solicitation; the future solicitation vehicle and whether the acquisition will remain single-unit or multi-unit remain undetermined.

In accordance with RFO FAR 15.101(c)(2), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
BACKGROUND/PURPOSE: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to evaluate and determine available sources with competencies and capabilities to provide one (1) Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device that is sensitive between 50kHz-750kHz and can make measurements in the picotesla range to enable detection and mapping of long linear subsurface conductors and that meets all specifications as provided in the DRAFT Description of Requirement (DOR) document.
The DRAFT DOR is attached. Please note this is subject to change.
North American Industrial Classification System (NAICS) Code applicable to this sources sought is NAICS 334519, Other Measuring and Controlling Device Manufacturing. The Small Business Size Standard for this sources sought is 600 employees.
The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Quote (RFQ) is released for the required item.
Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information or changes pertaining to this requirement.
Respondents are requested to review the attached DRAFT DOR and submit responses to the following:
- Contact information: Interested organizations should respond by providing the Government the following information:
(1) Company name,
(2) Address,
(3) Point of Contact, business title,
(4) Telephone number,
(5) Email address,
(6) Company Cage Code,
(7) Primary NAICS,
(8) Business Size, i.e., Large, Small (if small, state your category).
(9) Current Registration in SAM,
(10) Webpage address.
2. Answer the Following Questions: All interested contractors (both large and small) are requested to provide written responses to the questions below. A response to this RFI is necessary in order to assist ERDC in determining the potential levels of interest, adequate competition, market availability and technical capabilities within the Large and Small Business Community to provide the required item.
Question #1: Does your company have the capability to fabricate the instrumentation (physical, electronic) as described in the DoR? If not, please explain why not.
Question #2: Does your company have the capability to develop and provide software to both operate the instrument and store the combined GPS and EM data as described in the DoR? If not, please explain why not and state which aspect cannot be provided.
Question #3: Does your company have the ability to obtain all the requested peripheral components as described in the DoR (small tablet computer, GPS, Stand-Alone computer, etc.)? If not, please explain why not and state which of the requested peripheral components that your company cannot provide.
3. Capabilities Statement: A description of capabilities in fabricating and providing 1) the minimum required capabilities described in the DRAFT DOR. and 2) Experience with radio frequency electromagnetic sensing systems, methods and approaches in subsurface characterization in general and also specifically as described in the DOR. Previous procurement information, including contract numbers and customers, is recommended.
4. Business Status (based on NAICS 334519, Other Measuring and Controlling Device Manufacturing): Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.).
