About this file

This file is a Question and Answer document from a Request for Information (RFI W912HZ26S2027) regarding the Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) Device. The document addresses four key inquiries posed by potential responders during the RFI phase.

The government confirmed it maintains legacy gradiometer sensing systems and will allow qualified contractors awarded future contracts to physically examine existing systems at a mutually agreed location under ERDC personnel supervision to inform their build approaches. The government intends to make available technical documentation associated with legacy systems—including design drawings, schematics, photographs, operator and maintenance manuals, calibration records, test reports, and acceptance procedures—under appropriate distribution controls. However, recondition, repair, or refresh of existing units is not anticipated in the eventual procurement scope at this time, though future maintenance activities may be likely. Regarding procurement structure, the government indicated that information about option quantities, multi-unit IDIQ vehicles, or whether the acquisition will remain a single-unit purchase is unavailable. Similarly, no details are currently available concerning the anticipated solicitation vehicle, including whether it will be released under Simplified Acquisition Procedures (FAR Part 13), FAR Part 12 Commercial-Item procedures, or a BAA/SBIR-style R&D vehicle.

ANSWERS TO QUESTIONS RECEIVED DURING RFI (W912HZ26S2027)

Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) Device

1. Does the Government currently maintain legacy gradiometer sensing systems in its inventory that the EMG-SSH device is intended to supplement, replace, or interoperate with? If so, would the Government consider (a) making such legacy systems available for physical examination by qualified responders to inform the build approach, and/or (b) including the recondition, repair, or refresh of existing units within the eventual EMG-SSH procurement scope?

- Yes, the government does currently maintain legacy systems. These new EMG-SSH devices are for use by government entities that have need for their capabilities.

- Yes, the government will allow examination of existing systems by qualified responders awarded the contract. This would occur at a mutually decided upon location for a fixed time also TBD with ERDC personnel supervising.

- At this time, recondition, repair, or refresh of existing units is not part of the anticipated scope. However, if existing systems required maintenance, then such activities would be likely in the future. The government entities receiving the equipment may choose to setup direct contracts with the manufacturer for maintenance.

2. Beyond physical examination, would the Government make available any technical documentation associated with legacy or predecessor systems in this device class — including but not limited to system design drawings, schematics, photographs, operator and maintenance manuals, calibration records, test reports, acceptance procedures, or known-issue documentation — to qualified responders under appropriate distribution controls? Such artifacts would materially inform responder build approaches and reduce schedule and integration risk on the eventual contract.

- Yes, the government intends to make available technical documentation associated with the legacy systems under appropriate documentation controls.

3. Is the procurement anticipated to include option quantities or a multi-unit IDIQ vehicle beyond the single unit referenced in the DRAFT DOR, or is the buy expected to remain a one-time single-unit acquisition?

-That information is unavailable at this time.

4. Is the eventual solicitation anticipated to be released under Simplified Acquisition Procedures (FAR Part 13), FAR Part 12 Commercial-Item procedures, or a BAA / SBIR-style R&D vehicle?

- No future solicitation information is available at this time.
