About this opportunity

F.E. Warren Air Force Base, under the Department of the Air Force Global Strike Command, is conducting market research to identify sources capable of replacing storm-damaged historic star vents across multiple buildings at the installation in Wyoming. The procurement seeks contractors with expertise in historic preservation and roofing work, specifically the removal, manufacturing, and reinstallation of decorative star vents on three buildings with synthetic slate and clay tile roofing. Key requirements include manufacturing replacement vents using original specifications and equipment (Advanced Metal Solutions, LLC in Fort Collins, Colorado or approved equivalent), completing Historic Evaluation forms for each building, obtaining Cultural Resource Management and State Historic Preservation Office (SHPO) approval, and providing a two-year No Dollar Limit warranty on all work. Interested parties must submit capability statements by March 17, 2026, to megan.evans.3@us.af.mil and liezel.mcintyre.3@us.af.mil that include company name, CAGE code, contact information, website, and small business designation status. This is a sources sought notice for market research purposes only and does not constitute a formal request for quotation, proposal, or invitation for bid, with all responses used to determine the appropriate acquisition strategy for the eventual formal solicitation.

This procurement is set aside for Total Small Business, with a NAICS code of 236220 (Commercial and Institutional Building Construction) and a small business size standard of $45 million. The project encompasses three buildings requiring a combined total of thirteen star vents: Building 232 requires four large vents, Building 250 requires four medium and six large vents, and Building 366 requires three small vents, all deck-mounted with replacement roofing and boot installation. The contract will be structured as a one-time, firm fixed price award with a 300-calendar-day performance period, requiring work to be completed during standard business hours (7:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays). Key project tasks include repairing attic framing and decking (up to 32 square feet of decking and 20 linear feet of 2x8 wood per vent), re-casting aluminum stars with satin bronze metallic paint coating, and obtaining necessary security clearances and anti-terrorism training. No specific budget or award value is disclosed in the sources sought notice, as this announcement is solely for market research to assess small business availability and determine the most appropriate acquisition strategy.
