1. GENERAL REQUIREMENTS:

1.1. Conduct all work in accordance with the SOW and Specifications herein, all applicable codes, manufacturer’s recommendations, and the construction drawings and details. The Contractor shall pay special attention to the FE Warren AFB Installation Facilities Standards (IFS).

1.2. The Contractor shall follow all Green Procurement mandates and submittal requirements. The government requires the use of recycled and recovered materials, bio-based products, energy and water saving products, and environmentally preferable products. Energy Star, FEMP-designated, or EPA Water Sense labeled equipment, appliances, and fixtures are mandated in all cases unless specifically directed otherwise.

1.3. Dispose of all waste generated by this project according to all applicable regulations.

1.4. The Contractor is responsible to verify site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a proposal, ordering materials, and starting work activities. All materials including those concealed or covered shall be new and of the most suitable and highest grade and type for the intended use unless otherwise indicated.

1.5. Install all materials in strict accordance with the manufacturer's printed instructions and details: rigid, secure, plumb, level, aligned, square and straight with suitable fastening devices.

1.6. The term “provides” means provide (or furnish) and install.

1.7. The term "replace" means remove existing material or items and furnish and install a similar new material as required to match existing adjacent material or items. All Historic Buildings will utilize ‘replacement-in-kind’ (matches design/materials/texture and detailing).

1.8. Any change in conditions or modification with this project must be presented to the Contracting Office and approved by the Project Manager prior to changes. After the changes have been agreed upon, the contractors shall complete a REQUEST FOR INFORMATION (RFI), processed through the contracting office. It will reflect whether additional costs will be incurred by the Government. It will also have all agreeing party’s signatures.

1.9. Assume that all buildings are occupied. Include how work will proceed in safety plan.

1.10. See AF Form 66 for required submittals. This may not be an all-inclusive list. All materials brought onto the base shall be on an approved submittal. It is advisable to have approved submittals on materials prior to purchase. Other submittals required by the specifications may apply.

1.15. Review of Technical Submittals by the Government will not be construed as a complete check but indicates only that the submittals are in general conformance with the design concept and with the information given in the Contract Documents. This approval shall not relieve the Contractor from responsibility for errors and omissions. The Contractor is responsible for field measurements, dimensions, design of adequate connections, details, fabrication processes, and the means, methods, techniques, and procedures for satisfactory installation.

1.16. Any alternative methods aside from those specified in the plans and specifications submitted by the Contractor require CRM approval through the CO and additional SHPO consultation if the alternative is not included within the scope of the SHPO concurrence. This is accomplished via RFI process with a submittal for review and approval to follow.

2. PROJECT SCOPE:

The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to remove/dispose of old vents, manufacture, deliver and install new vents as specified storm damaged ‘Star Vents’ at F.E. Warren AFB in accordance with this Statement of Work for buildings 232, 250 and 366. The replacement work includes but is not limited to the following features: Remove roofing as necessary, remove vent and boot, fabricate new vent of the same design, fabricate new boot to match vent, install new boot and vent, replace roofing of the same make/model according to manufacture specifications. The drawings and field sketches provided with this package shall be used to assure correct gauges of metals and attachments. Contractor to field verify measurements to assure identical size.

Historic buildings and repair or replacement work required are listed below:

• Bldg. 232 (synthetic slate roof) o Four Large Star Vents (deck mounted).

• Bldg. 250 (synthetic slate roof) o Four Medium and Six Large Star Vents (deck mounted).

• Bldg. 366 (clay tile roof) o Three Small Star Vents (deck mounted).

Mounting shall be as show in drawings and as originally mounted, Roof slopes vary as shown in Drawings.

2.0.1 Additional Scope Requirements:

The Government needs several historic “Star Vents” replaced on multiple buildings. The following statements describe how work shall be completed as required by Cultural Resource Manager (CRM) in compliance with the State Historic Preservation Office (SHPO), the National Park Service (NPS), as well as the Unified Facilities Code (UFC) as follows.

1. Contractor shall complete and submit, after award, Attachment 1 Historic Evaluation form for each building, detailing condition, vent locations and other information. A Sample completed form is included as Attachment 2. If it is determined that repairs can be accomplished on a particular vent, notify 90 CONS and CE Inspector.

2. Remove existing ridge cap and roofing down to the lower edge of the baseplate area of the new Star Vent, approximately 50 square feet per unit. Then remove the old ‘Star Vent’ and its boot. The amount of roofing to remove will be less if it is mounted on the ridge.

3. Repair attic framing and decking as necessary with similar materials (replacement-in-kind). Allowance is made in this plan for replacement of up to thirty-two (32) square feet of decking and twenty (20) linear feet of 2x8 wood per vent. Contractor shall track usage and notify 90CONS and CE inspector should additional materials be required.

4. Replacement ‘Star Vents’, boots, mounting straps shall be manufactured exactly as specified in drawings, Contractor to field verify correct size. It is acceptable to remove one vent of each size, weather in the area to create a watertight condition, and use that vent as a model for manufacturing a new ‘Star Vent’. If an active vent is removed, accommodation shall be made when weathering in for the activity to remain fully functional. Contractor may not seal the hole while waiting for vents to be fabricated. If the vent is just venting the attic space, the weathering in should use a method that allows ventilation of the attic to continue. If the vent removed is tied into the HVAC system, the function must remain.

a. The new vents must meet the exact specifications as the old vents. The manufacturer shall use the original press, located at Advanced Metal Solutions, LLC in Fort Collins, CO or approved equal. Contractor may use a different press and different manufacturer if the new vents will meet CRM/SHPO approval and can exactly replicate the original vents.

Contractor shall place a maker’s mark on the new vents stating the vents are not original and indicates Fabricator’s company name and city of fabrication. Star tops may be re-cast by a vendor of Contractor’s choice.

Maker’s mark shall face the ground below.

b. Drawings provided are for two common sizes, the vents on Bldg #366 are smaller in size than vents on the balance of buildings. Provide a sample vent for review and approval prior to installation. Once approved, this sample may be used on the roof.

5. ‘Star Vents’ were originally used for facility boiler or heating system ventilation.

There are three current/modernized configurations on the interior/attics of the facilities:

a. Passive attic ventilation (most common).

b. Connection to a drum which captures exterior blown in moisture which is then piped through 1” copper to interior drains. (second most common).

c. For use as a flue for modern HVAC venting. (extremely rare).

Roof mounted boots and ‘Star Vents’ shall be replaced and reconnected to the facility as the above configurations dictate, to match build prior to demolition.

6. If the existing roof is asphalt shingles and the vent is mounted on the ridge, use existing boot height. If the vent is mounted on the pitched deck with asphalt shingles, the new boot shall be 6” taller than the existing boot. The mounting flange on original boots is only about 3” wide and is round, following the contour of the boot. New boots shall be made with a square mounting flange extending beyond the circular throat of the boot as shown in drawings.

7. Repair wood framing and deck as necessary to assure solid mounting strap connection between the mounting ring element of the ‘Star Vent’ and the framing beneath the deck. New mounting straps are required and shall be the same type and gauge metal as currently exists.

8. There are multiple gauges of galvanized steel in the construction of new boots and vents. Use gauges identified in the attached drawings and field sketch.

9. The Stars on top of the vents shall be re-cast in aluminum and made smooth prior to coating. The Stars shall be coated with “satin bronze” metallic exterior paint.

Star sizes are unique to each of the typical sizes of vents. Stars shall be oriented parallel to adjacent ridgelines when work is completed as shown in drawings. Old Stars from existing vents shall be salvaged and delivered to the Government Inspector for Cultural Preservation. One Star of each size which may be sacrificed for the new castings.

10. Submit color samples for review and approval prior to coating the stars.

11. Upon re-installation of the new ‘Star Vents’ and boots, Contractor shall install roofing of the same type (as appropriate) by a Certified Roof installer for the material used. Roof installation shall be in compliance with Manufacturer’s recommendations and installation instructions. As there are future plans to replace roofs, this project’s roof installation is a repair. The Government has a supply of synthetic slate shingles as well as clay tiles which Contractor may use. Coordinate quantities needed with CE Inspector.

12. Provide adequate personnel and safety equipment (including temporary barriers on the ground in the area where work is being performed) to ensure building occupants will not be at risk. Assure site is clean and free of debris during operations and after hours. Coordinate staging areas with Government Inspector and Facility Managers.

13. Provide a permanent Makers Mark affixed to the vent to include manufacturer’s name and City/State of production, as shown in drawings. The mark shall be 4” wide by 2” tall as indicated in attached drawings.

14. Provide 2 year No Dollar Limit Warranty on materials and labor for all aspects of work described above and in compliance with all requirements. A Sample Warranty shall be submitted for review and approval prior to work, with an executed warranty submitted prior to final billing.

15. If any inadvertent damage impacts historic structures, Contractor must provide photographs of inadvertent damage on the exterior of historic buildings to the CRM through the CO for historic documentation.

16. Substitute materials not listed in specifications will require additional CRM review and SHPO Concurrence before implementing. Use the RFI process to provide documentation of the issue encountered.
