All firm sizes, including SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB, are encouraged to respond during this market research stage.
The phase noise analyzer must measure ultralow phase noise and Allan deviation of precision RF sources with four signal inputs (up to two signal and two reference channels), operate from 1 MHz to 100 MHz or greater, and support measurable frequency offsets from carrier of 10 MHz or greater. The instrument must achieve a residual white noise floor of −175 dBc/Hz or lower, Allan deviation measurement capability with a 10^−16/sqrt(tau) noise floor or lower, phase and frequency streaming output with bandwidth of 10 Hz or greater, and an Ethernet interface with API for computer control and data streaming. The unit must be a fully enclosed benchtop design.
Delivery is required no later than April 30, 2027, to NIST-Boulder, 325 Broadway, Boulder, Colorado 80305. Vendors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Base manufacturer warranty is acceptable; no calibration, maintenance, training, installation, or facility utility requirements are specified.
