About this file
Summary
This is a Requirements/Specification Document for a Phase Noise Analyzer procurement by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, Radio Frequency Technology Division. NIST requires one phase noise analyzer unit to measure ultralow phase noise and Allan deviation of precision RF sources. The instrument must feature four signal inputs (up to two signal and two reference channels), operate across frequencies from 1 MHz to 100 MHz or greater, support measurable frequency offsets from carrier of 10 MHz or greater, and accommodate different signal and reference frequencies. Critical performance specifications include phase and amplitude noise measurement with a residual white noise floor of -175 dBc/Hz or lower, Allan deviation measurement capability with a 10^-16/sqrt(tau) noise floor or lower, phase and frequency streaming output with bandwidth of 10 Hz or greater, Ethernet interface with API for computer control and data streaming, and a fully enclosed benchtop instrument design.
The solicitation requires vendors to possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery must be completed no later than April 30, 2027, to NIST-Boulder at 325 Broadway, Boulder, CO 80305. Base manufacturer warranty is acceptable, with no specific calibration, maintenance, training, installation, or facility utility requirements specified. Inspection and acceptance is not expected to exceed seven business days. No electronic media, software, installation services, training, travel, government-furnished materials, or ancillary services are required for this procurement.
