About this opportunity
Norfolk Naval Shipyard (NNSY), under the Department of the Navy Naval Sea Systems Command, is conducting market research to identify qualified sources for paint booth cover and filter removal and replacement services at Building 171. The procurement involves removing and replacing a deteriorated vinyl cover on a DUROAIR DUROPURE 1425K air filtration system, along with replacing multiple pre-filters and secondary filters for a propeller shaft preservation booth. Interested contractors must demonstrate their ability to perform 100% of the required efforts through a detailed capabilities statement that does not merely replicate the Performance Work Statement language, and they must possess experience with similar repairs and maintenance work. The government is seeking responses from both large and small businesses, with small business respondents required to identify their socioeconomic status. All interested sources must submit their capabilities statement, company information, CAGE code, DUNS number, and point of contact details by December 9, 2025 at 12:00 PM EST. It is important to note that this is a market research notice for informational and planning purposes only—not a formal Request for Quote or Proposal—and the government will not pay for or return submitted information, though proprietary information will be protected when designated.
This market research notice carries no set-aside designation, and no incumbent contractor or award value has been identified at this stage. The work will be performed within NNSY's Controlled Industrial Area and must be completed within 120 days from the vendor's scheduled start date following contract award. Contractors will be required to obtain DBIDS access cards and comply with facility security requirements, including restrictions on portable electronic devices and photography within the shipyard. The anticipated NAICS code for this procurement is 333415 (Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing), though it may also fall under 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance). The technical specifications indicate that the filtration system must be capable of moving up to 13,500 CFM, and the vinyl cover must be constructed from 18 oz. PVC-coated polyester in blue/white and clear variants, meeting NFPA 701 code compliance requirements. Contractors must provide knowledgeable labor, approved supplies, and lift equipment to ensure the booth remains operational, expandable, and retractable upon completion of the work.
