About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground (ACC-APG) is seeking a Portable Oxygen Generator System (POGS) for prototype development under an Other Transaction Agreement (OTA). The POGS must deliver 93 percent oxygen and compressed air at 50 PSI to support anesthesia devices, patient ventilators, and oxygen cylinder filling at deployed Role of Care 3 medical facilities. Key requirements include FDA clearance (510(k) approval or Class I registration), dual voltage power supply capability (110-120 VAC 60Hz and 220-240 VAC 50Hz with auto-detection), a maximum weight of 300 pounds (preferably under 200 pounds), four-person portability, integrated alarms for power failure and carbon monoxide detection, Trade Agreements Act compliance, comprehensive repair parts support, and delivery within 30-60 days of award. Evaluation will be based on technical merit, military and program relevance, regulatory compliance status, key personnel qualifications, facilities capability, budget justification, and past performance. Preproposals are due by March 6, 2026, and must not exceed three pages, including relevant technology descriptions, work scope with a high-level Work Breakdown Structure (WBS), proposer qualifications, Technology Readiness Level (TRL) status, FDA regulatory pathway status, and anticipated costs.

This procurement carries no set-aside designation, and no incumbent contractors are identified in the notice. The Army intends to award four units per vendor for operational and environmental testing in Fiscal Year 2026, with a potential follow-on procurement of approximately 304 units over a five-year period, representing significant long-term contract value. Award eligibility requires either significant participation by non-traditional defense contractors including small businesses, or a one-third cost share of the total agreed-upon price unless an exception applies. Organizations with accepted preproposals will receive a Request for Full Proposal (RFFP) within 15-30 days and must submit detailed proposals covering technical approach, project management, past performance, cost/pricing, and security requirements. The NAICS code is 339113 (Medical Equipment and Supplies Manufacturing), and proposals may be submitted on a firm fixed-price basis, though cost-reimbursement arrangements may be negotiated.
