About this opportunity
The Department of the Interior's Interior Business Center, on behalf of the Air Force Civil Engineering Command (AFCEC) at Kirtland Air Force Base, is seeking vendors to build and install fire-related equipment onto two existing 2024 Chevy K5500 4x4 truck chassis to create Type 6 Wildland Light Engine apparatus for wildland and prescribed fire suppression activities. The scope includes installing and integrating specialized fire equipment such as pumps, generators, hoses, storage compartments, control panels, suppression equipment, and other components onto government-provided vehicles. Contractors must meet NFPA 1900 standards for wildland fire apparatus, Federal Motor Vehicle Safety Standards (FMVSS), and pass critical performance tests including side hill testing, noise exposure testing, weather-tight testing, and pump flow testing. This is a Sources Sought Notice, meaning the government is gathering information and vendor feedback on capabilities and the draft Performance Work Statement rather than issuing a formal solicitation; responses are due by February 20, 2026 at 5:00 PM Eastern Standard Time, and submissions must be submitted electronically to Contracting Officer Nicole Johnson with a limit of 20 pages in Times New Roman 11-point font. Vendor feedback on the draft PWS is actively encouraged and will inform the final solicitation.
No set-aside designations apply to this procurement, and no incumbent contractors are identified in the notice. The contract consists of a base year (FY26) for two vehicle builds with two one-year option periods (FY27-FY28) allowing for up to two additional vehicles annually, with the option periods using either Ford F550 Super Duty or Chevy K5500 platforms. The apparatus must feature a minimum 315-gallon water tank with a 7-gallon foam cell, a 1.5-inch Darley pump system powered by a 24.8 HP Kubota diesel engine, comprehensive electrical systems with multiplex solid-state management and emergency lighting, and electronic foam proportioning capabilities. Deliverables must be completed within 180-270 days of order receipt and include extensive documentation such as as-built drawings, wiring diagrams, weight certifications, and NFPA-required data. Performance of work will take place at the contractor's facility, with delivery and final inspection occurring at Kirtland Air Force Base in New Mexico.
