About this opportunity
The National Park Service is seeking qualified contractors to plug three abandoned oil and gas wells and reclaim associated infrastructure located within the Barataria Preserve of Jean Lafitte National Historical Park and Preserve in Louisiana. The work scope includes re-plugging and abandoning wells as necessary, removing and reclaiming flowlines, surface equipment, and debris from well sites that were originally plugged in the 1960s and prior to the park's establishment. Contractors must possess construction bonding capacity and be registered as small businesses under NAICS code 213112 (Support Activities for Oil and Gas Operations) in the System for Award Management. The National Park Service is considering either FAR 14 Sealed Bidding or FAR 15 Best Value Trade-Offs as the acquisition method, though the evaluation criteria for final selection have not been fully detailed in this pre-solicitation notice. Interested firms must submit completed Sources Sought Worksheets to Contracting Officer Mr. Cole Johnson at Cole_Johnson@ios.doi.gov by 5:00 PM ET on April 29, 2026, though responses to this market survey are not mandatory for participation in the eventual solicitation.
This procurement is designated as a Total Small Business set-aside, limiting competition to certified small business concerns. No incumbent contractor or current contract holder is identified in this pre-solicitation notice. The anticipated contract value is estimated between $1 million and $5 million, funded through FY25 Bipartisan Infrastructure Law-Energy Community Revitalization Program appropriations. The project involves three specific well sites requiring comprehensive reclamation work, including the removal of approximately 1,500 linear feet of pipeline crossings in canals, 2,400 linear feet of surface flowlines from spoil banks, and 2,500 linear feet of flowlines traversing swamps and marshes. Work operations are restricted to Monday through Friday between 8:00 AM and 5:00 PM, with operations halted during the tricolored bat pupping season from May 1 through July 15. The contractor will be responsible for all labor, materials, equipment, transportation, and proper disposal of contaminated materials and debris outside park boundaries.
