About this opportunity

The Department of the Army's Army Contracting Command - Detroit Arsenal is seeking qualified sources to manufacture the Joint General Mechanics Tool Kit (JGMTK), NSN 5180-01-605-5146, a self-contained automotive toolkit designed for military maintenance personnel. The JGMTK will support field-level maintenance and repairs on tracked combat vehicles, wheeled tactical and logistical vehicles, ground support equipment, and prime power production units across the U.S. Army and Marine Corps. Qualified vendors must possess current DD Form 2345 (Militarily Critical Technical Data Agreement) certification to access the Technical Data Package, which is classified as distribution statement "D" and limited to Department of Defense contractors. Vendors must demonstrate manufacturing capabilities through information on business profile, quality assurance processes (including ISO 9001:2015 certification), production capacity, past performance, logistics capabilities, and experience with First Article Testing and Production Verification Testing. Responses to this Sources Sought Notice are due by April 6, 2026, and should be submitted via email to Meika Cole, the Government's Contract Specialist, at meika.j.cole.civ@army.mil. It is important to note that this is a planning notice only; no contract will be awarded based on responses, and no compensation will be provided for participation.

This procurement carries no set-aside designations and involves no identified incumbent contractors. The estimated production requirement is approximately 21,492 units in Year 1, with 6,300 units annually for Years 2-5, totaling approximately 46,000 units across the five-year period. The anticipated production rate is 1,791 units per month, indicating sustained manufacturing demand. The toolkit contains source-controlled parts, requiring vendors to either procure from approved manufacturers or submit a Source Approval Request to become an approved source themselves. Rough order of magnitude pricing information is requested as part of the vendor survey. While specific award values are not disclosed in this pre-solicitation notice, the substantial production volumes and multi-year commitment suggest a significant contract opportunity.
