About this opportunity
The Indian Health Service (IHS) is seeking sources for teleophthalmology program support services under the Joslin Vision Network (JVN) initiative. This Sources Sought Notice, issued April 6, 2026, with responses due by April 20, 2026 at 5:00 PM EST, targets Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), and small business concerns under NAICS code 541690 for market research purposes. The procurement encompasses three primary task areas: operations and clinical support including quality assurance and emerging technology integration; logistical support for 120+ sites nationwide with helpdesk availability from 8:00 AM to 8:00 PM ET; and software maintenance and enhancement for the teleophthalmology platform and supporting retinal imaging devices. Vendors must demonstrate non-generic expertise in technical capabilities and past performance, maintain ISO 13485 certification, achieve FDA 510(k) clearance, comply with American Telemedicine Association Category 3 standards, and obtain "Public Trust - High Risk" clearance for staff. Evaluation will assess company capabilities, technical expertise, and demonstrated past performance in teleophthalmology and related services.
This procurement includes no set-aside designations, and the notice is for market research purposes only without commitment to award a contract at this time. The potential contract structure includes an initial one-year base period with up to four one-year option periods, though specific award values have not been disclosed in the notice. The system currently supports 5+ million images across the nationwide network and includes complete software platforms, retinal camera systems, workstations, and networking equipment as deliverables. The program operates as a reader-dependent Category 3 telemedicine service focused on remote diagnosis of diabetic retinopathy and must integrate with existing IHS clinical and IT infrastructure, including RPMS/EHR systems. Responses should not exceed 10 pages and must be submitted via email to cynthia.cason@ihs.gov and hillary.marshall@ihs.gov with "Teleophthalmology - Your Company Name" in the subject line.
