About this opportunity

The U.S. Department of State's Bureau of Overseas Buildings Operations (OBO) has issued a Request for Information (RFI) seeking design-build construction services for a New Embassy Compound in Tallinn, Estonia. This market research notice is intended to identify capable firms and does not constitute a commitment to issue a formal solicitation. Prospective offerors must demonstrate Secret Facility Clearance eligibility, be U.S. firms organized and operating in the United States or U.S. possessions, and avoid Foreign Ownership, Control, or Influence complications unless DCSA-approved mitigations exist. Evaluation will focus on three primary factors: joint venture agreements, technical project experience with demonstrated past performance including three or more reference projects of similar scope and complexity within the past five years at minimum 80% of the project value, and organizational and management capabilities. All responses must be submitted electronically by February 5, 2026, at 3:00 P.M. Eastern Time, and responders should note that the government will not compensate them for costs incurred in developing their responses.

The procurement carries no set-aside designation and targets both large and small businesses, including Women-Owned Small Businesses, HubZone firms, 8(a) certified businesses, and Service-Disabled Veteran-Owned Businesses under NAICS code 236220. The project encompasses approximately 14,627 gross square meters of facilities on a 1.5-hectare compound in Tallinn's Uus Maailm Sub-District, including a chancery building, support annex with maintenance shops, mail screening facility, marine security guard residence, and parking facilities with 27 below-grade and 13 surface spaces. The estimated project cost ranges from $250 million to $395 million with a firm-fixed price contract structure, making this a substantial capital investment in diplomatic infrastructure. Prospective contractors must demonstrate bonding capacity, financial and creditworthiness documentation, experience with foreign business operations and logistics management, and the ability to adhere to project schedules; additionally, the contract is subject to a 50% subcontracting limit per 22 U.S. Code Section 4852.
