About this opportunity
Defense Logistics Agency Energy is conducting a source sought notice (SPE605-26-RFI-1019) to identify qualified vendors capable of supplying JP8 aviation turbine fuel to Tinian, Commonwealth of the Northern Mariana Islands, with responses due September 8, 2026. This is an information-gathering RFI only; no solicitation or binding obligation follows.
The requirement covers 900,000 U.S. gallons of JP8 (NSN 9130-01-031-5816) delivered via barge to Tinian International Airport during December 1, 2026 through January 30, 2027. Two separate shipments are planned: 400,000 gallons in mid-December 2026 (requiring approximately five days in port for commissioning) and 500,000 gallons in mid-January 2027 (approximately three days in port), at an estimated offloading rate of 1,000 gallons per minute into above-ground storage tanks of 400,000 and 500,000 gallon capacity respectively.
Place of performance is Tinian International Airport. Tinian Harbor has a shallow draft of approximately 25 feet, with shoaling areas and mudline elevations that may constrain vessel access. Vendors must provide floating booms, boats, and spill containment equipment.
Respondents must submit company information including CAGE Code, technical capability overview, fuel supplier details, refinery status, and prior experience with the Direct Delivery Ground Fuels Program in Guam, Palau, Tinian, or surrounding areas. Current SAM.gov registration under NAICS 324110 is required. Submit responses to Katie Richardson (Mary.K.Richardson@dla.mil), Omar Joyce (Omar.Joyce@dla.mil), or DLA Energy FEPAA (DLAENERGYFEPAA@dla.mil) with the RFI number in the subject line.
