About this opportunity
The Department of the Air Force Materiel Command Test Center, specifically the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee, is conducting a Sources Sought Notice to identify qualified contractors capable of providing relay calibration and transformer inspection services at AEDC White Oak, Maryland. This market research initiative will determine the government's procurement approach, which may result in a single source acquisition, a small business set-aside, or full and open competition. Interested contractors must submit responses by 1:00 PM Central Time on March 18, 2026, to Contracting Officer Bethany R. Hill at bethany.hill.3@us.af.mil. Submissions must include company information, business size classification, CAGE code, SAM.gov UEI, capability packages, and total estimated pricing for the contemplated acquisition. Importantly, companies must have completed a basic NIST 800-171 self-assessment within three years of the notice date to access the Statement of Work, as the work involves Controlled Unclassified Information (CUI) restricted under NISPOM requirements.
This opportunity carries no set-aside designation at this stage, though future procurement decisions may implement small business set-asides. The anticipated contract falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34 million business-size standard threshold. While no specific incumbents or current contractors are identified in this notice, interested firms may utilize existing contract vehicles including ENCORE II, GSA, GSA MOBIS, NIH, NASA SEWP, or FSS contracts to support their proposals. The notice is informational only and does not constitute a commitment to award a contract or issue formal solicitation documents. All submissions become government property and will not be returned, with proprietary information requiring clear identification.
Notice text
This is a Sources Sought Notice to determine the availability and technical capability of small and large businesses to meet the Government’s requirement for performing inspection and maintenance services for relay calibration and transformer inspection in accordance with (IAW) Attachment 1 – Statement of Work. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this Sources Sought Notice/Market Research effort, the requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and feedback or evaluations may or may not be provided to companies regarding submissions.
