About this opportunity

The Department of Commerce Office of Acquisition Management, on behalf of the National Telecommunications and Information Administration (NTIA), is seeking potential sources to provide Spectrum Repurposing Analyses Support through a Sources Sought Notice. The procurement requires contractors to conduct electromagnetic compatibility (EMC) analyses, frequency assignment planning, EMC testing support, and assessment of existing analyses to identify 500 MHz of federal spectrum for potential commercial reallocation across multiple frequency bands including 2.7-2.9 GHz, 4.4-4.9 GHz, and 7.25-7.4 GHz. Key qualifications include a Project Manager with at least five years of comparable experience and an active Secret security clearance, plus a Senior Spectrum Engineer with at least ten years of experience and comparable clearance. Respondents must submit capability statements addressing five technical areas, recommended performance measures, pricing structures, performance risks, and current Federal Supply Schedule contracts, with submissions limited to ten pages excluding cover materials. Questions are due March 18, 2026 at 12:00 PM EST, and responses must be submitted by March 27, 2026 at 5:00 PM EST to Jameka Anderson at JAnderson1@doc.gov.

This Sources Sought Notice contains no set-aside designation and confirms there is no incumbent contractor currently performing this work, as it represents a new NTIA requirement. The base contract period is twelve months with four optional one-year periods available for a total of sixty months, with performance occurring at the Department of Commerce headquarters in Washington, DC and the contractor's facility. The Government anticipates 2-3 concurrent band studies during the base period, though this may increase with new requirements. No award value or budget information has been disclosed in this pre-solicitation notice. The Government will furnish access to existing band study data, prior EMC analyses, the Government Master File, and government-owned spectrum analysis tools including SPeCTRA and TIREM instances, while contractors must provide computers capable of scientific research and standard simulation tools such as Matlab. This notice does not commit the Government to contract, does not accept proposals or pricing data, and will not result in a direct award, as responses will instead inform development of a future formal solicitation.

Questions and Answers:

  1. Is there an incumbent contractor currently performing this work or work substantially similar to it at NTIA OSM? No, this is a new requirement.
  2.  What is the anticipated number of concurrent band studies during the base period? The 500 MHz mandate and Presidential Memo suggest multiple simultaneous efforts, but the PWS does not specify staffing scale.Currently, NTIA anticipates 2-3 concurrent band studies.  However, this may increase if new requirements are identified.
  3. Will the government provide access to existing NTIA band study data, prior EMC analyses, and the Government Master File as government-furnished information (GFI)? Or is the contractor expected to build from scratch on each study? Yes, NTIA will provide access to existing band study data, prior EMC analyses, and the GMF.
  4. Are the government-owned spectrum analysis tools (SPeCTRA, TIREM instances) government-furnished equipment/software, or must the contractor independently license or access them? NTIA will provide access to government-owned spectrum analysis tools.  The Government expects the contractor to provide computers capable of scientific research and analysis as well as have standard simulation tools installed such as Matlab.
  5. The PWS references classified work across multiple task areas. Will a DD254 (Contract Security Classification Specification) be provided prior to proposal submission so contractors can confirm clearance suitability? Yes, the government will issue a DD254 prior to proposal submission.
  6. Is testing infrastructure expected to be contractor-furnished, or will NTIA/DoD test facilities be available as GFE? Testing will be conducted at government-owned or contracted facilities using government provided equipment.
  7. Regarding the open-air and lab testing validation (Section 3.6 of the PWS): Will the contract utilize contractor-provided monitoring equipment or will it be GFE? Testing will be conducted at government-owned or contracted facilities using government provided equipment.
  8. What is the acquisition strategy for this effort? The acquisition strategy is still to be determined.

The submission due date remain unchanged.
