About this opportunity
The General Services Administration is preparing to solicit construction services for the John M. Wisdom Courthouse and the Hale Boggs Federal Building Hardening Project in New Orleans, Louisiana, with anticipated award in Spring 2027. This sources-sought notice, due August 5, 2026, will inform GSA's determination of whether to apply a small-business set-aside.
The project enhances physical security by increasing forced-entry resistance at vulnerable building elements, including selective demolition, installation and modification of structural metals, replacement or modification of security doors, frames, glazing, windows, storefront systems, and curtain walls, patching and painting, and electrical work for 120/240-volt power and low-voltage systems. Work also encompasses installation of door hardware, electronic locks, magnetic locks, electric strikes, and communication systems. Contractors must comply with ASTM F1233-21 and ASTM F3038 forced-entry resistant standards and demonstrate experience performing security-related construction in occupied Federal or similarly secure facilities while minimizing operational disruption.
The estimated contract value is between $5 million and $10 million with a 24-month performance period. NAICS code 236220 applies, with a $45 million Small Business Size Standard. GSA seeks to establish whether adequate competition exists among Small Business, HUBZone, Women-Owned, or Service-Disabled Veteran-Owned contractors. Responders must provide a Letter of Interest and Capability Statement (maximum five pages) demonstrating general contractor capability through two similar projects exceeding $5 million completed within five years and bonding capacity up to $10 million. Submissions address william.fawcett@gsa.gov by August 5, 2026, at 2:00 PM Central Time.
