About this opportunity

The National Park Service National Office seeks market research through a Sources Sought Notice regarding waterline replacement at the National Mall and Memorial Parks in Washington, D.C., with responses due June 25. This is not a solicitation for proposals; the NPS is conducting market research to inform acquisition strategy and determine feasibility of small business set-asides.

The work involves replacement of approximately 1,985 linear feet of water infrastructure, including removal and replacement of 12-inch water main sections totaling approximately 525 linear feet, approximately 142 linear feet of cured-in-place pipe (CIPP) repairs, pavement demolition and restoration, and concrete and pavement patching. Total open cut construction spans approximately 21,015 square feet. The anticipated performance period is 270 calendar days with work occurring while the park remains open to the public. The structure qualifies as a historic/natural/cultural resource, and winter construction may be required.

NAICS code is 238990, All Other Specialty Trade Contractors, with a $19 million size standard. PSC is Z2NZ, Repair Or Alteration Of Other Utilities. Bid, Performance, and Payment Bonds are anticipated to be required. The NPS seeks both large and small business responses. Responses should be emailed to Contracting Officer Marc H. Nguyen at marc_nguyen@ios.doi.gov. No reimbursement will be provided for response costs.

Notice text

The purpose of this Sources Sought Notice (SSN) is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN by the NPS will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement. See attached A14 SSN for more information.
