About this opportunity

The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Office of the Project Manager for Close Combat Systems at Picatinny Arsenal, is conducting market research to identify potential sources for the production, manufacturing, assembly, inspection, testing, packaging, shipping, and delivery of three types of Volcano Mine Canisters: the M87A1 Volcano Tactical AT Mine Canister, M88 Volcano Practice Mine Canister, and M89 Volcano Training Mine Canister, all compatible with the M139 Mine Dispenser (Volcano) system. The requirement falls under NAICS code 325920 (Explosives Manufacturing) and Product Service Code 1345 (Land Mines), and prospective contractors must demonstrate expertise in explosives processing, manufacturing capabilities, and technical competency. Key qualifications include ISO 9001 or AS 9100 certification, compliance with Berry Amendment specialty metals restrictions, possession of DD Form 2345 (Militarily Critical Technical Data Agreement) certification for handling export-controlled technical data, and facility clearance for classified material handling. Respondents must submit comprehensive proposals by February 27, 2026, including company capabilities, technical expertise, qualification plans, production lead times, minimum order quantities, cost estimates for non-recurring engineering and First Article Test (FAT), supply chain risk assessments, organizational details including CAGE Code and DUNS Number, and certification of export control compliance. No formal evaluation or feedback will be provided to respondents, and this Sources Sought Notice does not constitute a commitment to issue a formal solicitation.

The government anticipates awarding one or more five-year Indefinite-Delivery/Indefinite-Quantity contracts with deliveries commencing in Fiscal Year 2029, potentially supporting both U.S. Army requirements and Foreign Military Sales (FMS) requirements. While the specific budget or award value is not disclosed in this market research notice, the government is seeking to support production of three canister variants: the M87A1 containing six anti-tank scatterable mines with self-destruct settable capability, the M88 containing six inert dummy mines for training purposes, and the M89 as a reusable inert training canister. The procurement may be set-aside for small businesses in full or in part, or procured through full and open competition with potential for multiple awards. No incumbent contractors are identified in this sources sought notice, as the government is conducting broad market research to establish acquisition strategy and identify capable sources. Interested sources that prefer to produce one or any combination of the three canister types are encouraged to respond, and the government will provide certified Technical Design Packages, drawings, and specifications to qualified respondents upon request.
