About this opportunity
The Department of the Air Force Materiel Command Test Center is soliciting sources for a high-performance hydraulic system modernization at Tunnel 9, Arnold Engineering Development Complex, Arnold Air Force Base, Tennessee, with a sources-sought response deadline of 10:00 AM CDT on July 17, 2026.
The upgrade encompasses engineering design, procurement, demolition, installation, and commissioning of core hydraulic components supporting hypersonic ground testing, including a primary three-stage servo-proportional control valve, main double-acting actuating cylinder with 120.5-inch stroke and 13 ft/s speed capability, Hydraulic Power Unit, accumulators, intermediate valves, regulators, and associated piping. The scope includes a dedicated offline filtration and cooling circuit with 3 and 10-micron particle filtration plus moisture filtration, and additional instrumentation for system monitoring.
Work is structured in three separately quoted and executed phases: Phase 1 (engineering and design) beginning upon award, Phase 2 (component procurement and pre-demolition assembly and testing) expected Fall 2026, and Phase 3 (demolition, installation, and commissioning) expected Summer or Fall 2027. The system must achieve mechanical and functional compatibility with existing facility systems, maintain zero-leak performance, support near-vacuum operation for up to three hours, and comply with ASME B31.1 piping and ASME BPVC pressure vessel standards.
Contractor personnel must be U.S. citizens with REAL ID eligibility and ability to handle Controlled Unclassified Information. Respondents should submit company information, SAM UEI number, a capabilities statement demonstrating high-performance hydraulic system modernization experience, and a preliminary estimate with lead time by the deadline.
