About this opportunity
The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific), under the Department of the Navy, is conducting a market survey to procure eight (8) 38 kV circuit breakers for the Military Construction Joint Region Marianas Project 678 (P-678) SATCOM Facility at Marine Corps Base Camp Blaz, Guam. The primary objective is to identify alternative sources capable of supplying circuit breakers with equal performance characteristics and listing/approval requirements to those provided by Siemens Corporation or Myers Power Products. The breakers must be fully compatible with the Guam Power Authority's (GPA) 34.5 kV switchgear infrastructure, conform to all stated GPA utility requirements, and ensure complete interoperability with existing equipment at the facility. Key requirements include uniform ratings across all breakers for short circuit, impulse, load, and insulation capabilities, consistent control contact configurations, and compatibility with existing lift trucks and switchgear lineups. The sources sought notice was posted on March 17, 2026, with a due date of April 3, 2026, for responses to this pre-solicitation inquiry.
This pre-solicitation notice contains no set-aside designation. Siemens Corporation and Myers Power Products are the identified brand name sources whose products will serve as the baseline for performance comparison. The notice does not specify a contract award value or budget range at this stage. All circuit breakers will be U.S. Government-owned assets and subsequently transferred to the Guam Power Authority for operation and maintenance. The equipment must meet the technical specifications required for connection to GPA's utility-owned 34.5 kV network, with particular emphasis on ensuring that breakers are fully interchangeable within the P-678 substation and other co-located substations operated by GPA. The classification falls under NAICS 335313 (Switchgear and Switchboard Apparatus Manufacturing) and PSC 5925 (Circuit Breakers).
