About this opportunity

The Department of the Interior's Interior Business Center is soliciting sources for the design, erection, maintenance, and dismantling of OSHA-compliant scaffolding at Chalmette Monument in New Orleans, Louisiana, with responses due by August 14, 2026. This is a market-research sources-sought notice; no formal solicitation is currently available and contract award will not be based on responses.

The work addresses a 100-foot-tall, 6,800-square-foot marble obelisk requiring full access scaffolding to enable National Park Service day labor to perform masonry repairs over a three-month period beginning January 19, 2027. Scaffolding must be erected on all four sides without drilling or attaching to the stone surface, with seven-foot minimum vertical spacing between levels, full planking with guard rails and toe boards compliant with OSHA 1926 Subpart L, debris netting on all sides, at least one staircase with integrated stairs at each level, and overhead protection at the front entrance (150 PSF minimum). The contractor must provide a designated hoisting bay with capacity for a 1-ton electric hoist, minimum five staging platforms (1,000-pound capacity each) spaced no more than 21 feet apart, and five separate platform decks (3,000-pound capacity each) for water tank storage. A competent person must inspect and certify the erected scaffold prior to NPS use. Scaffold erection is scheduled for two weeks beginning January 19, 2027; disassembly follows masonry repairs completion, targeted for April 26–30, 2027. The contractor obtains all Louisiana state licenses and permits, maintains liability and property damage insurance, and coordinates with the NPS Contracting Officer Representative.

The anticipated Firm-Fixed-Price contract vehicle is NAICS 238990 (All Other Specialty Trade Contractors), small-business eligible. Funds are available for Fiscal Year 2027. Responses must demonstrate past performance with at least one similar Government or private project completed within three years. Vendors must be registered on SAM.gov and submit electronically to sarah_ignacio@ibc.doi.gov in Microsoft Word, 10 pages maximum, including cover sheet, company details, SAM registration information, past-performance examples, and optional feedback on the draft Scope of Work.
