About this opportunity
The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify potential suppliers for an HVAC Direct Digital Control (DDC) Panel Controller to support FY25 Military Construction Project P-3004 at Andersen Air Force Base in Guam. The required controller must function as a compact embedded IoT platform capable of connecting multiple devices and subsystems with integrated control, supervision, data logging, alarming, and scheduling capabilities. Specific technical specifications include a minimum 1.6 GHz quad-core CPU, 2 GB LPDDR4 RAM, 8 GB onboard storage, dual isolated RS-485 ports, dual 10/100/1000 MB ethernet ports, Wi-Fi 5 connectivity, and expandability features. The controller must meet critical security and compliance standards including UL 916, CE EN 61326-1, RCM, FCC Part 15 certifications, Federal Risk Management Framework eligibility, FIPS 140-2 encryption, role-based authorization, and security-by-default policies. Prospective vendors have until November 27, 2025, to submit responses to this market research inquiry, which serves as a notice of intent to potentially use the Tridium Niagara JACE Controller as a brand name reference product.
This pre-solicitation notice carries no set-aside designation and is conducted for market research purposes only, with no commitment from the U.S. Government to issue a formal solicitation or award contract. The procurement seeks one unit of the specified HVAC DDC Panel Controller, and products must demonstrate performance and listing approval requirements equivalent to the referenced Tridium Niagara JACE Controller. No specific budget range or award value is disclosed in this market survey notice. The abbreviated response window of only 15 days reflects the preliminary nature of this inquiry, designed to gather information on available commercial alternatives before potential formal solicitation development. Interested vendors should note that this notice is exploratory and does not guarantee future procurement or contract opportunity.
