About this opportunity
The United States Air Force, 763 Enterprise Sourcing Squadron (763 ESS) is conducting a Sources Sought Notice to identify qualified businesses capable of providing customs broker services for U.S. Government cargo at Richmond RAAF and Alice Springs, Australia. The non-personnel services contract requires a contractor to manage customs clearance processes, including completing entries in the Integrated Cargo System (ICS), providing advance notifications to Australian Border Force and Department of Agriculture, and facilitating documentation for imported and exported goods. Interested vendors must submit a 10-page capabilities statement package by 12:00 PM CST on March 19, 2025, to Hunter Ottensmeier and Tonya Hughes via email. The submission should include company details, business size, CAGE code, UEI number, ability to meet the entire requirement, potential performance risks, and subcontractor information. Evaluation will focus on technical capability, service availability, and compliance with Australian customs regulations.
The Sources Sought Notice does not specify a specific set-aside for the contract, indicating it is open to both large and small businesses under NAICS code 488510 with a small business size standard of $24M for Freight Transportation Arrangement. The contract requires 24/7 availability, customs clearance within 24 hours of receiving required information, and support for approximately 8 customs transactions per month (4 at each location). While no specific award value is mentioned, the contractor must be prepared to support additional transactions and potentially different arrival/departure locations. The Performance Work Statement (PWS) emphasizes the need for comprehensive customs broker services, including compliance with Australian tariff and customs laws, safeguarding government equipment and information, and providing daily pre-clearance status updates. This market research initiative aims to assess service availability and technical capabilities before issuing a formal solicitation.
