About this opportunity

The Department of the Navy Naval Supply Systems Command, through Fleet Logistics Center Norfolk, Virginia, is conducting market research for a 400 MHz nuclear magnetic resonance spectrometer (NMR) to support the United States Naval Academy Chemistry Department. The procurement seeks to replace an aging 400 MHz JEOL NMR spectrometer with a state-of-the-art system that will support both midshipmen academics and faculty research activities. Key requirements include a broadband probe capable of detecting multiple nuclei, autotuning and autoshimming capabilities, variable temperature operation from -80°C to 100°C, an autosampler with 24+ sample capacity, and Windows 11 Enterprise-compatible computer and software. Vendors must also safely decommission the current system, provide complete installation and user training, supply necessary gases and cryogens, and include a new uninterruptible power supply. Interested sources must submit capability statements and estimates to the designated government contact by 10:00 AM EST on August 12, 2025, and responses must include specific company information, CAGE code, SAM registration status, and business size classification.

This sources sought notice does not include any set-aside designations and will operate under NAICS code 334516 with a size standard of 1,000 employees, indicating it is open to both large and small businesses. No incumbent contractors are specifically mentioned in the documentation, though the current system being replaced is identified as a JEOL NMR spectrometer. The government anticipates awarding a single Firm Fixed Price contract for one complete NMR system, with delivery required 9-12 months after contract award. The procurement falls under PSC code 6640 for Laboratory Equipment and Supplies, and interested vendors are encouraged to identify if the equipment can be obtained through existing government contract vehicles such as GSA or SeaPort-NxG. An optional annual service contract for preventative maintenance and technical support may also be included in the final solicitation.
