About this opportunity
The U.S. Department of State's Embassy in Lisbon, Portugal is seeking architectural and engineering (A/E) services for designing an interior intruder anti-climb fence with a lockable pedestrian gate to augment the northeast section of the existing embassy wall. The Sources Sought Notice requires a designer to provide comprehensive design services, including developing architectural drawings, specifications, and supporting documentation that meet both U.S. Department of State and local Portuguese building standards. Key evaluation criteria will focus on professional qualifications, relevant project experience with contracts valued at $100,000 or more in the past three years, technical competence, and demonstrated success in project quality and cost control. Interested firms must submit a completed Standard Form 330 (Architect-Engineer Qualifications) by March 25, 2025, at noon local time, and must be licensed to practice in Portugal. Submissions should be emailed to LisbonProcure@state.gov, with the evaluation process assessing the firm's ability to deliver high-quality architectural design services for this security enhancement project.
The procurement is not designated with any specific set-aside status and is classified under NAICS category 54149 for Other Specialized Design Services. The estimated design contract value is $25,000, with the project timeline involving four distinct phases: a 5-day project initiation period including a kick-off meeting and site visit, 20 calendar days for schematic design development, 40 calendar days for construction document development, and 14 calendar days for securing necessary permits from the Overseas Buildings Operations (OBO) and host country authorities. The design must account for the highly atmospheric corrosive environment by utilizing stainless steel materials, and all documentation must be submitted both electronically via PROJNET and in hard copy format. Deliverables will include architectural plans at a minimum 1:100 scale, structural and foundation plans, detailed sections, specifications, and catalog cuts. The contractor will be required to coordinate closely with local building authorities and ensure compliance with all relevant standards and building codes.
