About this opportunity
The Department of the Interior Fish and Wildlife Service has issued a Sources Sought Notice for the North Breton Island Phase 3 Planting and Sand Fence Installation project in Louisiana, part of the Deepwater Horizon Oil Spill Natural Resource Damage Assessment and Restoration program. The procurement seeks qualified contractors under NAICS Code 115112 to plant approximately 293,000 native plants across 422 acres, including 65,000 Black Mangrove, 38,160 Smooth Cordgrass, 176,320 Saltmeadow Cordgrass, 6,720 Seashore Paspalum, and 6,720 Seashore dropseed specimens, along with installing 6,120 to 7,500 linear feet of sand fencing. The project aims to restore bird habitats, protect coastal areas from storm surge, and mitigate ecosystem damages from the oil spill through strategic native vegetation planting and dune stabilization. Interested vendors must complete and submit a Sources Sought Capability Statement Questionnaire to demonstrate their experience, organizational capabilities, and equipment for similar restoration projects. The response deadline is July 1, 2025, at 1700 EDT, with submissions required to include "140FNR25Q0024 - Sources Sought for North Breton Island" in the email subject line to William_fluharty@fws.gov.
This Sources Sought Notice does not include any set-aside designations and is open to all qualified contractors regardless of size classification. No current incumbents or contractors are identified in the documentation, and no specific award values or budget ranges are disclosed at this preliminary market research stage. The contract period of performance is structured as a firm fixed-price, two-year agreement running from October 1, 2025, to August 31, 2027, with work restrictions between March 1st and August 15th due to bird nesting seasons. The project will be performed on North Breton Island, a 422-acre barrier island located in Plaquemines Parish, Louisiana, approximately 62 miles southeast of New Orleans. Payment will be phased with 80% of plant installation costs paid upon initial acceptance and the remaining 20% after a final 30-day inspection, while sand fence installation receives 100% payment upon final acceptance.
