About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is conducting market research to identify potential sources for a Non-Kinetic Handheld Drone Defeat System for the 88th Security Forces Squadron. The procurement seeks a Ghoul-Tool Attachable Transmitter (GAT) with specific technical requirements, including a low-power transmitter capable of jamming GPS bands and having a minimum 300M effective range. Interested firms must submit a capabilities package by 1:00 PM ET on April 9, 2025, to matthew.shofner.1@us.af.mil and ljuan.benbow.1@us.af.mil. Respondents must indicate their socio-economic status and ability to meet the requirements outlined in the Statement of Work. The evaluation will focus on firms' capabilities to provide the drone defeat system, with the government reserving the right to consider a small business set-aside based on the responses received.

The contract opportunity falls under NAICS code 332994 for Small Arms, Ordnance, and Ordnance Accessories Manufacturing, with a business size standard of 1,000 employees. The procurement includes 5 Ghoul Tool kits (15 total devices) and 10 additional handles, with comprehensive training provisions for up to 25 personnel. All prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for a Department of Defense contract. The Statement of Work requires two onsite training sessions within 90 days of award and includes specific delivery and payment procedures. Respondents must consider subcontracting implications and demonstrate the ability to meet at least 50% of the project scope if pursuing the potential small business set-aside. The government emphasizes that this is a market research effort and does not constitute a formal solicitation or guarantee of future contract award.
