About this opportunity

NASA's Stennis Space Center, operating through the NASA Shared Service Center (NSSC), is soliciting capability statements for the procurement of one medium voltage (MV) pad-mounted transformer to support electrical power upgrades at the facility. This is a sources sought notice designed to assess market capability and determine appropriate competition levels and small business subcontracting opportunities rather than a formal solicitation. The transformer must meet specific technical requirements including a 15 kV class primary voltage with ANSI standard taps, 4160 V three-phase secondary output, 5,000 kVA capacity, and 60 Hz frequency, with construction featuring a stainless steel tank, copper windings, and mineral oil dielectric in compliance with IEEE/ANSI/NEMA standards. Interested vendors must demonstrate their ability to deliver a commercial product by May 2027 and provide a minimum 24-month warranty covering defects in materials and workmanship. Responses are due electronically to the point of contact, Caitlin Angstadt (Caitlin.e.angstadt@nasa.gov), by April 22, 2026, at 2:00 PM CDT, and must include company profile, UEI number, socioeconomic status certification, product literature, technical specifications, and confirmation of commercial product status.

This procurement carries no set-aside designation and is open to all interested parties, including small businesses in all socioeconomic categories. No incumbent contractor or current contract award value has been identified in the sources sought notice. The requirement encompasses a single transformer unit with an estimated manufacturing lead time of approximately 53 weeks, necessitating on-site delivery at NASA Stennis Space Center's High Pressure Gas Facility no later than May 2027. Vendors must coordinate with the SSC Receiving Office at least ten business days prior to delivery and provide comprehensive documentation including as-built drawings, nameplate datasheets, factory acceptance test reports, oil analysis certificates, commissioning plans, and maintenance manuals. Respondents should note that this sources sought notice does not constitute a government commitment to award a contract, and no feedback will be provided regarding evaluation results if a formal solicitation is subsequently posted on SAM.gov.
