About this opportunity
The U.S. Army Corps of Engineers, Seattle District, is conducting a sources-sought market survey for design and construction of an Air Traffic Control Tower at Mountain Home Air Force Base, Idaho, with capabilities packages due August 4, 2026. The procurement will use a Two-Phase Design Build to Budget (DB2B) approach and carries no set-aside; however, the small business size standard for NAICS 236220 is $45.0 million, making this accessible to small businesses under that threshold.
The new 13,941 square-foot tower will replace the existing facility, accommodate a minimum of six controller stations plus space for five trainers, and include simulator rooms, offices, administrative areas, training rooms, and support spaces. Demolition of the current tower and simulator building is included in scope. The facility will relocate to provide improved visibility of the flight pattern and ground movement areas with better proximity to supporting facilities.
The budgeted amount is $32,000,000 with an estimated performance period of approximately 730 calendar days. Work is performed at Mountain Home Air Force Base, Idaho. The applicable PSC code is C1BZ (Architect and Engineering – Construction: Other Airfield Structures).
Interested firms must submit a capabilities package limited to 10 pages (excluding joint venture and bonding information) by 2:00 PM PDT on August 4, 2026, to russell.j.armstrong@usace.army.mil, with courtesy copy to susan.f.newby@usace.army.mil. Submissions must include CAGE code, UEI number, NAICS codes, small business classification status, geographic regions of operation, up to three examples of similar past projects completed within seven years, estimated self-performance percentage, subcontracting opportunities assessment with small business percentage goals, joint venture information if applicable, and bonding limits. This is a market research effort; no funds are available for response preparation, and submitted information is voluntary and will not be returned.
