About this opportunity
The Department of Energy Office of Science, on behalf of Brookhaven Science Associates (BSA) at Brookhaven National Laboratory, is conducting market research for major maintenance services on a Siemens motor generator set consisting of a 13.8 kV motor driving a 7.5 kV salient-pole generator. The procurement will require vendors capable of performing comprehensive disassembly, detailed inspection, testing, cleaning, and refurbishment of both rotors and stators, with particular emphasis on motor and generator rotor slip ring systems requiring on-site refurbishment. Key qualifications include expertise in electrical and mechanical assessments, non-destructive examination techniques, and the ability to manage complex reassembly and recommissioning operations. The evaluation will focus on vendor capability to deliver critical milestones including an input current variation solution within six weeks of contract award and preparation of an operational MG set for a 22-week rated power run by week 21 after award. This is a Request for Information notice only with a response deadline of November 14, 2025, and is not a binding commitment to issue a formal solicitation; all costs incurred by respondents will be borne by the responder with no reimbursement from BSA.
This opportunity carries no set-aside designations and applies to the Motor and Generator Manufacturing category (NAICS 335312) with a small business size standard of 1,250 employees. No incumbent contractor or specific award value has been identified in this sources sought notice. The project scope encompasses a full overhaul of equipment originally commissioned in 1969, with an estimated total project duration of approximately 21 weeks from contract award through final testing and post-maintenance inspections. Specific deliverables include comprehensive documentation of motor slip rings, detailed reports on measurements and observations, service recommendations, and successful verification runs demonstrating the equipment's operational readiness. The vendor must be capable of managing on-site project coordination at Brookhaven National Laboratory while potentially shipping critical components to their facility for specialized refurbishment work.

INTRODUCTION: This is the initial step in the planning process for the procurement of a major maintenance service for a 13.8 kV motor driving a 7.5 kV salient-pole generator, subsequently referred to as the Siemens Motor Generator set (MG set). In this major maintenance, a full disassembly is required, including removing both rotors and setting them up for detailed inspection, testing, cleaning, and refurbishment of both rotors and stators. The motor and generator rotor slip ring systems shall be evaluated in detail and shall require major on-site refurbishment at Brookhaven National Laboratory (BNL), managed by Brookhaven Science Associates (BSA), as defined in the Statement of Work (SOW), attached.
BSA anticipates conducting a competitive acquisition for this effort. The North American Industry Classification System (NAICS) code is anticipated to be 335312 – Motor and Generator Manufacturing. The size standard for NAICS code 335312 is 1,250 employees.
INSTRUCTIONS: All interested respondents capable of providing services for the requirements outlined in the attached Statement of Work (SOW) are invited to respond electronically with a Statement of Capabilities (SOC) demonstrating the ability to meet the requirements. Do NOT merely reiterate the objectives or reformulate the requirements specified in the SOW or include any marketing material in the capabilities statement.

BSA reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice.
The SOC shall address the following areas, at a minimum:
- Description of capability to meet the requirements identified in the SOW.
- Overview of company’s experience in power controller/regulators and motor generators. Including a list of three similar power regulators successfully designed, manufactured, and installed.
- Familiarity with motor-generator applications in high-energy physics and/or other scientific/industrial environments.
- The Government is also assessing the availability of domestic end products, as defined under applicable statutes and regulations. The Offeror is requested to confirm if the proposed system is considered a domestic end product as defined at FAR 25.101(a). If not, what is the country of origin of the product?
- Respondents are requested to provide if the proposed system is a “commercial product” as defined at FAR 2.101.
Please provide supporting documentation or justification for the commerciality determination in your response.
