About this opportunity
The U.S. Geological Survey is conducting a sources-sought market research announcement to identify qualified businesses capable of providing software development and technical support for wildfire, fuel load, and land use modeling, with responses due by June 9, 2026, at 10:00 a.m. Pacific time. This is market research only and does not constitute a request for quote or proposal; the Government is not committed to any award. NAICS code 541511 (Custom Computer Programming Services) with a $34.0 million annual size standard applies; all responsible sources may respond.
The work involves continued development and enhancement of the Land Use and Carbon Scenario Simulator (LUCAS), a state-and-transition simulation modeling tool built on the SyncroSim/ST-Sim framework. Required support includes technical enhancements to improve modeling of fire regimes, fuel transitions, and the impact of land-management strategies on fire risk, with emphasis on biomass accumulation and decay modeling and high-resolution simulation in high-performance computing environments. Deliverables span general technical support (fuel load configuration, external data processing, post-processing tools for fire-risk mapping, and scientific publication collaboration) and software enhancements (new fire-regime simulation features, code modifications for improved scaling, documentation updates, and USGS data standards compatibility). Performance standards require deliverables and technical support responses within 3 business days, formal acceptance within 15 business days, and quarterly progress reporting for task orders exceeding 90 days.
Capable businesses must submit a capabilities statement addressing the attached Statement of Work via email to elizabeth_adam@ios.doi.gov by June 9, 2026, at 10:00 a.m. Pacific time. The Government will not reimburse costs incurred in preparing responses.
