About this opportunity

The Naval Facilities Engineering Systems Command (NAVFAC) Marianas is conducting market research to identify potential sources for fire department access boxes and padlocks for the Fiscal Year 2026 Military Construction P-819 project at Polaris Point, Naval Base Guam. The government intends to procure a brand name product equivalent to Knox Box Fire Department Access Box and Padlock systems that must meet specific security and safety requirements. The access boxes must provide secure containment for building entrance keys accessible via master key during emergency situations, be tested to Underwriters Laboratories (UL) 1037 standards for antitheft devices, and meet NFPA 1 requirements for Authority Having Jurisdiction approval. Padlocks must also be accessible by master key for emergency entry into secured areas. Interested vendors must submit detailed technical data by September 2, 2025, to demonstrate their products' compatibility with existing systems and ability to meet Naval Base Guam Fire and Emergency Services security requirements. The government will conduct comprehensive evaluation of submitted products to determine equivalency to the specified brand name requirements.

This pre-solicitation notice does not utilize any set-aside designations and is open to all qualified vendors who can demonstrate equivalent capabilities. No current contractors or incumbents are identified in the notice, and no contract values or budget ranges are disclosed at this market research stage. The procurement falls under NAICS code 332510 for Hardware Manufacturing, indicating the specialized nature of the security hardware being sought. No specific quantities of access boxes or padlocks are mentioned in the current notice.
