About this opportunity

The Food and Drug Administration's Office of Acquisition and Grant Services is seeking qualified small businesses to perform electrical preparation work for the installation of four new autoclaves at the FDA Irvine Human and Animal Food Laboratory in Irvine, California. The scope of work includes de-energizing existing autoclaves, implementing lockout-tagout (LOTO) procedures, removing and replacing electrical conduit and wiring, installing 150-amp 3-phase circuits, installing reconditioned Siemens breakers and fused disconnects, upgrading electrical panels, and performing associated modifications across two laboratory wings. Contractors must possess an active C-10 electrical contractor license or equivalent and demonstrate experience with commercial and industrial electrical work, particularly in laboratory and federal facility environments. This is a Sources Sought notice for market research purposes only and does not constitute a formal solicitation or commitment to award a contract; the government is using this notice to assess industry capability and availability. Responses to the vendor questionnaire are due by March 4, 2026, and interested businesses should submit company information, relevant project experience, at least two project references, and documentation of required licenses and certifications.

No set-aside designation has been applied to this procurement. The notice does not identify any incumbent contractors or current service providers, and no specific award value or budget range is disclosed in the pre-solicitation materials. The project involves electrical modifications at two locations within the facility: first-floor work supporting two existing 733 autoclaves requiring 480-volt 200-amp connections and 120-volt support circuits, and second-floor work supporting two autoclaves requiring new 208-volt 150-amp 3-phase circuits with Siemens 150-amp breakers and 200-amp fused disconnects. Work is anticipated to commence immediately upon award execution, as the new autoclave units have already arrived at the facility. Performance location is IRVHAFL, 19701 Fairchild Road, Irvine, California 92612, and the contractor must provide complete service documentation upon project completion.
