About this opportunity
The Air Force Life Cycle Management Center (AFLCMC), OL:H/PZIMA at Hill Air Force Base, Utah, is issuing a Sources Sought Synopsis (market survey) to identify sources capable of performing comprehensive maintenance, emergency repair, and structural relocation services on forty Hanel Vertical Lift Modules (VLMs), Model 2460-825-ES22 (Size F), with responses due August 20, 2026. This is a market survey for planning purposes only; no contract will be awarded and no reimbursement will be made for responses. The government is specifically seeking small business sources, including WOSB, SDVOSB, 8(a), and HUBZone firms, to determine whether a small business set-aside is legally supportable under FAR Part 19 or whether the requirement must compete under full and open competition with small business subcontracting goals.
Work is performed at Hill Air Force Base, Utah. Scope includes semi-annual preventive maintenance inspections on all forty units, emergency corrective repairs with on-site response within one business day of notification, and turnkey relocation with environmentally compliant disposal or recycling services. All work must comply with Hanel manufacturer specifications and Air Force, AFMC, OSHA, and AFOSH safety standards; contractor must use OEM Hanel replacement parts or validated engineering equivalents.
Critical qualifications include active OEM certification from Hanel for mechanical maintenance, diagnostic programming, and structural repairs on the specified model, plus documented capacity to provide certified technicians on-site within 24 hours during normal operational hours (Monday–Friday, 0530–1600). Respondents must submit a capability package not exceeding five pages (excluding certificates) with administrative information, technical qualifications, manufacturer certifications, operational plans, emergency service logistics, and past performance history (up to three similar contracts within three years). NAICS 811310 applies; SBA size standard is $12.5 million. Contact Joshua Akinwande, Contracting Officer, joshua.akinwande.2@us.af.mil.
