The prospective contractor must provide certified personnel, specialized tools, diagnostic equipment, transportation, parts, and supervision to perform: (1) comprehensive semi-annual preventative maintenance inspections on all forty VLM units in accordance with manufacturer specifications; (2) emergency corrective repairs with on-site response within one business day of notification; (3) turnkey relocation, reconfiguration, and environmentally compliant disposal or recycling services; (4) use of OEM Hanel replacement parts or validated engineering equivalents; and (5) compliance with Air Force, AFMC, OSHA, and AFOSH safety standards. Respondents must submit a capability package not exceeding five pages (excluding certificates) containing administrative information, technical qualifications, manufacturer certifications, operational plans, emergency service logistics, and past performance history (up to three similar contracts within three years). The government seeks to identify capable small business sources, including WOSB, SDVOSB, 8(a), and HUBZone firms, to determine whether a small business set-aside is supportable or full and open competition is required. Submissions should be directed to Joshua Akinwande, Contracting Officer, at joshua.akinwande.2@us.af.mil.

No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this synopsis.
The Air Force Life Cycle Management Center (AFLCMC), OL:H/PZIMA, located at Hill Air Force Base (HAFB), Utah, is seeking to identify capable, qualified, and certified sources (with a specific emphasis on Small Business concerns, including WOSB, SDVOSB, 8(a), and HUBZone firms) capable of performing comprehensive maintenance, emergency repair, and structural relocation services for forty (40) Hanel Vertical Lift Modules (VLMs), Model 2460-825-ES22 (Size F).
The results of this market survey will be used to determine the final acquisition strategy, specifically whether a Small Business Set-Aside is legally supportable under FAR Part 19, or if this requirement must be competed under Full and Open Competition (Unrestricted) with small business subcontracting goals.
2. Core Performance Requirements
The prospective contractor will be required to provide all certified personnel, specialized tools, diagnostic equipment, transportation, parts, materials, and supervision necessary to perform services in active hangar bays and industrial spaces at Hill AFB. Key requirements include:
1. Scheduled Preventative Maintenance Inspections (PMI): Perform comprehensive, semi-annual PMIs (twice per 12-month period) on forty (40) active Hanel model 2460-825-ES22 VLM units in accordance with manufacturer-certified specifications.
2. Unscheduled Emergency Corrective Repairs: Establish a rapid-response troubleshooting mechanism, arriving on-site within one (1) business day of notification by the Contracting Officer’s Representative (COR) to resolve mechanical, electrical, or software malfunctions.
3. Turnkey Relocation, Reconfiguration, and Disposal: Provide all loading, transport, unloading, structural re-assembly, software alignment, and calibration required to relocate VLMs within the same building or to a separate industrial facility at Hill AFB.
This includes the environmentally compliant disposal or recycling of decommissioned units (Size Category F).
4. Replacement Parts Standards: Ensure that all replacement parts used in the maintenance and repair of the equipment are Original Equipment Manufacturer (OEM) Hanel parts or engineering equivalents formally validated by the manufacturer to preserve system safety and active structural warranties.
5. Mandatory Safety & Security Standards: Comply with strict Air Force and local industrial guidelines, including AFMC tool control (cloth rag tracking), Foreign Object Damage (FOD) prevention, and OSHA/AFOSH safety standards in hazardous environments (potentially containing hexavalent chromium, cadmium, and lead).
3. Critical Technical Qualifications
To be deemed capable of performing this requirement, the respondent must demonstrate:
OEM Certification: Active, valid business and technician certifications authorized by Hanel to perform certified mechanical maintenance, diagnostic programming, software calibration, and structural repairs on Hanel Model 2460-825-ES22 systems.
Rapid Response Capability: Documented logistical capacity to provide certified technicians on-site at Hill AFB, Utah, within 24 hours of an emergency service call during normal operational hours (Monday through Friday, 0530–1600).
