About this opportunity

The Federal Bureau of Prisons is conducting market research to identify GPS-enabled monitoring devices with integrated two-way phone call capability and associated monitoring and data-management services, with responses to the RFI due July 24, 2026. This is a pre-solicitation sources-sought effort and does not constitute a commitment to procure. No set-aside is anticipated.

Devices must be secure, tamper-resistant, and physically removable only by authorized correctional staff. The BOP seeks information on device form factors (ankle-worn, wrist-worn, or hybrid), location tracking technologies (GPS, GNSS, cellular, RF, WiFi), tamper-detection features (fiber-optic or pressure sensors), and integrated phone capabilities with call logging and routing restrictions. Vendors must address technical specifications including location accuracy, update frequency, battery life, encryption standards, cybersecurity protections, compliance with TAA, FedRAMP, and CJIS requirements, and data-storage location with retention policies.

The RFI requests rough order of magnitude pricing (non-binding) covering unit costs, monthly monitoring fees, software licensing, training and implementation expenses, maintenance costs, and volume discounts. Operational capabilities sought include deployment and implementation processes, staff training approaches, device repair and logistics, and customer support structures. Vendors should provide company information, UEI and CAGE codes, socioeconomic status, relevant NAICS codes, and demonstrated experience with federal, state, or local correctional agencies. Industry recommendations on risks, technical challenges, relevant certifications, best practices, suggested contract types, and performance metrics are encouraged.

Responses should be submitted electronically in PDF or Word format to msteiner@bop.gov, with a recommended 20-page limit.
